While I was cutting and shaping polystyrene from 10am to 10pm almost every day this passed week I thought of efficiency.
There comes a point in eRep where most people become pessimistic. The game gets old and things get harder to bear with. A lot of us try to beat the pessimism. Some create MUs and parties, others leave some aspects of the game and most just chill out by playing the game on a less serious note.
However, the above mentioned does not get the job done, it just creates more work.
Less is more
"Quantity is not quality" has probably been stated a million times in eSA. Most players can support it.
When I was in MoDA early 2011, things were fun. There were fewer departments and less confusion. The pivot was placed on team work. Everything revolved around communication. Status wasn't a priority. Every civil servant had free space to do awesome things at his/her own discretion.
Today it seems different. Responsibilities are passed down the line, but none are carried out. There's a huge communication blockade in most departments. Moreover, it seems that the department of immigration(placed in MoDA) confused a lot of old and new players alike.
What can we do then?
Let's follow the above mentioned philosophy. Create team work. Having fewer departments with a reasonably sized team can help us concetrate on working together on bigger projects.
What I've learned over the past three weeks is that one has to take pride in what you do. We are all builders, or demolishers. It's your choice whether you want to build or destroy.

The Ministry should become a Dept. of Domestic Affairs should be appointed by Congress.
✔ Citizenship is ultimately a Congress responsibility/proposal
✔ Tax rates are Congress responsibility/proposal - they set them and vote them.
✔ Donates are a Congress responsibility/proposal - so all funding is ultimately approved by the Congress
And let's face it, ATO work affects political parties far more frequently than the presidential election.
Frankly, the only direct involvement the Presidency has ingame is:
✔ New player message is a President proposal
Most directors/ministers hold their jobs for multiple terms, and we could quite easily do a 2-3 month appointment without any President knowing the difference.
