There's only one solution - withdraw the option to move location without a moving ticket and go back to how it used to be.
/me rushes and buys loads of cheap moving tickets.

Sorry, this might seem a bit of a nooby question but what do moving tickets do? You can move for some money on the map anyway! Is it to move citizenship?
