[TDBM] Congress - Back In Action - Tax Vote (who did/who didnt)

With the end of the recent Dictatorship eCanada once again has a Congress and for years it has been felt that in order for the betterment of eCanada all Congressional business should be debated and voted on in the forums unless the Speaker feels that there is enough support for an in-game proposal thus bypassing a 24+ hour voting period on the forums.

Over time there have been individuals and party’s championing the cause to either totally throw out the forum or set up some kind of private message/article/forum hybrid to make it more accessible for congress members to participate in democracy, while championing that very vague proposal I have yet to see any of them outline exactly how that would work. I have always found it not at all tedious to navigate my way to the eCanada forums and participate, I mean we are talking about a few mouse clicks, far less tedious then playing the actual game. I have also always with great enthusiasm tried to steer congress away from using PM’s for anything more then notifications purposes, private messages are not the way congress should be doing business, it needs to be transparent were matters of national security are not a concern.




Congress has actually not gotten off to a bad start where activity is concerned accounting for the duration of the dictatorship and compounding that with the total eRepublik lethargy epidemic, it’s tough to get enthused these days but Congress is warming up.

Congressman Mann551 proposed-


1. Work tax increase from 5% to 6%
2. VAT tax increase to 4% on food and weapons
3. Lowering Import tax’s to 1% on food and weapons

The Speaker felt that it would not get enough support to pass so he decided to hold the vote on the forums in order to not waste an in-game proposal and it was a good way to gauge congress activity.

18 Congress Members did not vote even after being notified in a Private Message and voting time being extended at least 48 hours. I would urge Party Presidents to make all effort possible to get your congressmen to the forums especially to vote if debate is to onerous for them.



There is currently an Amendment to Government Charter of Canada which reads like this

4. Voting

a. It is the Speaker’s duty to set the length and ratification requirements for a vote taking place on the forums. Votes must run for a minimum 24 hours and require a quorum of 30% of congress as determined by the appropriate forum user-group to be valid, the exception being a Presidential impeachment vote, which must be a minimum 48 hours and requires a 40% quorum of Congress members as determined by the appropriate forum user-group. The speaker may extend any vote by 24 hours for a maximum of two times. If, at the end of that time, a clear result is not achieved then the vote is declared to have failed.

c. In order for a vote to be considered valid the Speaker must open a polling thread where Members may register their votes either by replying in the thread or by using the forum polling option. Unless otherwise stated, all votes require a minimum quorum of 40% 30% of congressmen as shown by the forum user group with a simple majority of votes cast to pass.





Speaker Joseph Rich has proposed basically to reduce the amount of votes needed for a vote to be official aka meeting quorum from 40% to 30% for a regular vote and from 50% to 40% for a Presidential Impeachment vote. While I get what he is trying to achieve I believe this is totally premature given that Congress has just been raised from the dead and I think 40% is already a low threshold for congress to meet and complete a successful vote, yay or nay.
