At the sounds of the heralds all citizens must make way to The Rostra!

I stand at the Rostra before all citizens of Nova Roma today at the request of Publius Divinus. It is my sacred duty on this day to inform all citizens of Nova Roma on the founding document of our great nation and future empire, the Lex Publius Aeternum, which was transcribed to me by Publius Divinus himself after I had walked through the desert sands for eleven days and eleven nights. On the twelve day I collapsed from heat and exhaustion only to awake in a beautiful oasis. I was dressed in black robes and sitting across form me on a red marble throne was Publius Divinus. I shielded my eyes as the hot desert sun reflected off his immaculate white robes and asked what he wanted of me.

“As First Prefect of the Arcani your first sacred duty is to insure that all citizens, soldiers and magistrates uphold the first, last and only law of Nova Roma, the Lex Publius Aeternum.” Publius Divinus then pulled a parchment and quill from his robe and handed them to me. I saw that the parchment was blank.

“The citizens of Nova Roma will write their own laws, they shall set the boundaries and establish the beliefs of our Empire but we must set forth a few basic sacred duties in order to strengthen our nation. The Old Nation, that what was here before the founding of Nova Roma, has become a tired shadow. We must put to death the old to give birth to the new.”

I then noticed eleven figures seated behind Publius Divinus each dressed in a white robe with a red border. Each had a small baby eagle perched on their right shoulder.

Publius Divinus smiled and said, “The first sacred article of the Lex Publius Aeternum is that the Senate must be raised on high in order to assist the people in their darkest hour. We must raise those citizens that symbolize the Nova Roma virtues of duty, valor and sexiness.”

I asked Publius Divinus if those standing with him were to be the only citizens honored with a place in our Senate and he replied,

“The Senate shall change and grow as Nova Roma will change and grow but for now I have asked eleven of the greatest sons and daughters of Nova Roma to serve the People. The Senate will also, from time to time, grant titles, awards and positions to citizens of Nova Roma that have sacrificed on the battlefields and made tribute to our civic institutions.”

As I finished writing I asked Publius Divinus if Congress of the Old Nation was going to be dissolved and he looked shocked. “No, what was called Congress in the Old Nation must be revived and made whole again. Congress will be reborn as the Concilium Plebis, the Peoples Assembly. If we are to be victorious over the twin enemies of Boredom and Barbarians the People must have a voice as the Senate must have a voice.”

A thousand questions seemed to leap from my mouth. Publius Divinus seemed to sense this as he placed a hand on my shoulder and said, “There will be time for answers to all your questions later but now you must go to The Rostra and let the people know what I have told you on this day."

The Senate of Nova Roma has been formed.
The Peoples Assembly will be the voice of the citizens of Nova Roma.
The Senate and People of Nova Roma shall together awaken the gods of war.

As I finished writing the last of the eleven names on the parchment my hand had begun to ache. Publius Divinus then said, “This is just the beginning of the Lex Publius Aeternum as it is just the beginning of Nova Roma. It is our sacred duty to establish our Senate and our Peoples Assembly."

We shall grow our Senate,
We shall reform the Peoples Assembly,
We shall establish our Empire!



Hear me now citizens of Nova Roma!

Article I of the Lex Publius Aeternum establishes the Senate as the supreme civic institution of Nova Roma, grants the Senate the sacred duty of adding further Articles to the Lex Publius Aeternum and names the first eleven citizens to be raised to the office of Senate:

Senator Cromstar - This citizen has also been proclaimed the first Censor of Nova Roma. He is responsible for educating of all citizens of Nova Roma on their sacred duties as well as keeping all records and guidelines of the Senate of Nova Roma.

Senator fingerguns - The current Country President of the Old Nation has been raised to the highest position in the New.

Senator Hadrian X - This citizen has also been proclaimed Tribune of the People. He shall ensure that the people are well informed and he shall be their voice in the Senate.

Senator Inwegen - The former President and Shadow President of the Old Nation is not only a member of Nova Roma’s most august civic body but he has graciously accepted the position of Quaestor of the Republic. It shall be his sacred duty to oversee the treasury of Nova Roma.

Senator Israel Stevens - Has been proclaimed Princeps Senatus. First Man among equals he shall lead the Senate of Nova Roma.

Senator John Largo - A warrior of unequaled skill in the Old Nation. John Largo was raised to the Senate after he captured an entire cohort of Barbarians and delivered them in tribute to Publius Divinus and the Senate and People of Nova Roma.

Senator Longbaugh - Has been proclaimed Senator of Nova Roma. It shall be his sacred duty to uphold the Lex Publius Aeternum.

Senator LordRahl2 - This citizen has also been proclaimed the first Magistrate of Circus Maximus. It shall be his sacred duty to raise funds and hold games for the enjoyment of the citizens of Nova Roma. Is there any better way to end a day of killing barbarians than to watch others kill barbarians while enjoying some fine free wine and food? Thank this man while you do! Apply here for bread rations. Senator Molly Emma - This citizen has been proclaimed the first Magister Officiorum of Nova Roma. It shall be her sacred duty to ensure that all levels of civic government are efficiently organized. If the citizens of Nova Roma are not well fed and ready for war she has the right to either separate the offending magistrates from their position…or separating the magistrates heads from their shoulders. She shall be the civic vengeance of the People of Nova Roma.

Senator Henry Pfeiffer Arudel - He has been proclaimed Henery Pfeiffer Arundel Floridianus for his military organization and civic administration of the province of Florida.

Senator Oblige - Yet another former Country President of the Old Nation that has been raised to the Senate. The desire of the Publius Divinius to end all factional fighting within Nova Roma truly knows no bounds.



Article II of the Lex Publius Aeternum brings the gift of death to the Congress of the Old Nation and breaths new life into that body as the Peoples Assembly of Nova Roma.

All citizens, soldiers and magistrates of Nova Roma are asked, as their sacred duty, to uphold the Lex Publius Aeternum and defeat the twin enemies of Boredom and Barbarians! Do so now and we shall know the Power and Glory of Empire once again!
