[MoFA] Ponto e vírgula no Acordo PT-ES / A Delay to the PT-ES Agreement [PT/EN]

Caros cidadãos,

Venho por este meio informar-vos dos últimos acontecimentos face ao Acordo Português-Espanhol. Desde o inicio do mandato que temos andado entre reuniões, comunicação com os Congressos e tudo mais de modo a encontrarmos uma solução para um acordo entre Portugal e Espanha com vista a um futuro melhor para o nosso país e uma aproximação definitiva à TWO. Como podem ter reparado pelo título não nos foi possível chegar a bom porto e é por isso que vos escrevo hoje.

As negociações começaram suavemente com uma reunião no dia logo após as eleições. Essa reunião teve a presença do CP, 2 vCPs, MoD e vMoFA espanhóis, bem como os representantes portugueses e alguns mediadores (CP Polaco; MoFA e vMoFA Sérvios; SoFA da TWO). Desta reunião saiu um acordo que era muito benéfico para Portugal que pode ser consultado num artigo de um congressista do qual foram retirados os acessos ao fórum privado do Congresso.

Até esta altura parecia estar tudo bem, até porque ambos os congressos estariam a favor deste acordo. No entanto, após consultar o nosso congresso e os problemas do mesmo, contactei o CP Espanhol de modo a fazer umas pequenas alterações de linguagem que em pouco ou nada alterariam o acordo, mas que dariam algumas seguranças extra aos portugueses. Este pedido foi me negado, e foi colocado, por parte do MoFA espanhol, um ultimato na mesa. Este consistia em apoiar diplomaticamente as decisões espanholas dentro da TWO em relação à sua posição adversa à entrada dos países da CUA e da Roménia na ACT. Este acordo obrigava também Portugal a não ter MPP com os países da CUA durante 1 mês, caso contrário o acordo seria quebrado. Ora, este acordo seria extremamente prejudicial para Portugal, visto que iriamos ter de perder MPPs com os nossos maiores e melhores aliados. Porém, o objetivo da ACT era o objetivo final do mandato, e perder MPPs com a CUA durante um mês seria algo temporário, decidimos aceitar, até porque falámos com os representantes da CUA e eles apoiaram a nossa decisão e disseram que a nossa amizade era muito mais que MPPs e que não importaria o que acontecesse que quereriam sempre o melhor para Portugal.

Entre decisões e indecisões, um facto surgiu: Maine foi conquistado por Espanha. Que importância teria isto para o processo negocial pergunta o caro cidadão? Passarei a explicar então: Maine é uma região de Aluminio, o mesmo bónus que o Norte, e a peça final para completar o puzzle dos bónus de Espanha, de modo a eles terem 100% de Comida e Armas. Isto significaria que Espanha não precisaria do Norte? Não. Porque Maine era uma região insegura que poderia ser conquistada a qualquer momento. Então eis que surge outro facto: USA assina um NAP (Pacto de Não Agressão) com Espanha e Polónia de modo a reaver algumas das suas regiões e Espanha e Polónia manterem o seu espectro de bónus bem cheio. Isto significaria que Maine passaria a ser uma região segura? Assumiríamos que sim, não? Novamente, outra suposição errada, porque contactámos novamente o governo espanhol e foi-nos informado que os USA eram demasiado fortes e que uma região não estaria segura mesmo com NAP. Deixarei ao critério do leitor o que pensar desta situação.

Outra situação que fundamenta a nossa decisão é a situação do MPP Húngaro. Não sei se o cidadão reparou, mas foi colocada há uns dias uma proposta de MPP com a Hungria, que era um país que estava incluído no acordo inicial como sendo o único país da TWO que poderíamos renovar, visto que não haveria MPP da Hungria com Espanha para se houvesse a possibilidade de um NE, não haver tanto MPP perdido. Este MPP é rejeitado pelo congresso húngaro. Obviamente, averiguamos a situação, contactando tanto o Governo Húngaro e a HQ da TWO. É nos obtida a mesma resposta dos dois lados: espanhóis. Pelos vistos, houve uma proposta dentro da HQ da TWO no inicio do mandato que afirmava que tanto a Ucrânia como Portugal, antes de assinarem os respetivos acordos, não poderiam assinar MPPs com nenhum país da TWO. Isto colocou-nos numa posição muito frágil. Como poderíamos tentar entrar numa aliança que tem membros que não confiam nas nossas decisões?

Recapitulando, o governo Português decidiu não aceitar nenhum acordo por agora e esperar pelo próximo mandato para haver novos negociadores e novas decisões. Consideramos esta a melhor decisão no momento porque tendo Espanha os bónus completos, não existe necessidade de nos atacarem, logo não há pressa em assinarmos um acordo. Existe uma situação, no entanto, que pode não ser benéfica para Portugal, que é a de Espanha bloquear os MPPs Portugueses dentro da TWO, o que pode ser mesmo muito mau, mas iremos fazer os esforços diplomáticos possíveis para que tal não aconteça.

Sem mais de momento a dizer, peço aos cidadãos que divulguem este artigo de modo a que chegue à maior parte da população porque é de extrema importância que saibam os rumos do país. I hereby inform you of the latest events on the Portuguese-Spanish Agreement. Since the begining of the term, we have been having meetings with Spain, comunicating with the Congress and everything else just to find a solution to an agreement between the Iberian Countries due to having a better future for our country and a permanent approach to TWO. As you can probably see by the title of the article, it wasn’t possible to reach an agreement and that’s why I write you today.

The negotiations started smoothly with a meeting right after the day of the elections. That meeting had the presence of the spanish CP, vCPs, MoD and vMoFA, as well as the portuguese representatives and some mediators (Polish CP; Serbian MoFA and vMoFA; and the SoFA of TWO). Of this meeting came out an agreement that was very beneficial for Portugal which can be consulted on an article of a congressman who was removed of the congress’ private forum.

Until this, it was all fine, even because both congresses were in favor of this agreement. Nonetheless, after consulting our congress and its problems with the agreement, I contacted the Spanish CP, due to making small changes in the writing that would give extra security to the portuguese people and change almost nothing to the actual agreement. This request was denied and the Spanish MoFA, even decided to put an ultimatum on the table. This ultimatum consisted in supporting diplomatically some spanish decisions as supporting them in their vetos against CUA and Romania to ACT. This deal would also oblige Portugal not to have MPPs with CUA countries during one month, otherwise, the deal would be broken. Well, this deal would be extremely harmful for Portugal, as we would have to lose the MPPs with our greatest and best allies. Although, the final goal of the term was to join ACT, and losing MPps with CUA for a month would be something temporary for a permanent solution, so we decided to take the deal, mostly because we had spoken to the representatives of CUA and they supported our decision and told us that our friendship was more than MPPs and that no matter what would happen, they would always want the best for Portugal.

Between decisions and indecisions, a fact emerge😛 Maine was conquered by Spain. What importance does this have to the negotiations do you ask? I’ll explain then: Maine is an Aluminium region, which is the same bonus as Norte and also the final peace to complete the spanish bonus puzzle with them having 100% bonus on Weapons and Food. Does this mean that Spain would not need Norte anymore? No. Because Maine is an insecure region which could be conquered at any moment. And then there emerged another fact: USA signed a NAP (Non Agression Pact) with Spain and Poland so that they would retrieve some of their regions and Spain and Poland keeping their bonus spectrum pretty full. Does this mean that Maine would be a safe region now? We would assume so, wouldn’t we? Wrong assumption again, because we contacted the spanish government and we were informed that the USA were too strong and that a region would never be safe even with a NAP. I’ll leave the reader with this to think of.

Another situation that subsidiates our decision is the Hungarian MPP situation. I don’t know if you have noticed, but a few days ago, a MPP proposal with Hungary, which was the only TWO country that on the original agreement we could sign MPP with, as there wouldn’t be a Spanish-Hungarian MPP so that there would be the possibility of a NE and no MPP loss. Well, this MPP gets rejected by the Hungarian Congress. Obviously, we had to inquire about this, contacting the Hungarian Government as well as the TWO HQ and the same answer is obtained from both sides: spaniards. As a matter of fact, there was a proposal inside the TWO HQ on the beginning of the term which claimed that both Ukraine and Portugal, before signing their respective agreements, could not sign MPPs with any country of TWO. This put us in a very fragile situation. How could we join an alliance that has members that don’t trust our decisions?

Recaping, the Portuguese Government decided not to take any deal for now and wait until the next term comes so that there will be new negotiators and new subjects on the table. We consider this to be the best decision that we could make at the moment, because as Spain has all the bonus, they have no need to attack us, so there’s no hurry in signing an agreement. There is, however, a situation that is not benefitial for Portugal, which is that if Spain blocks the Portuguese MPPs inside TWO, there could happen disastrous consquences due to this fact, but we will do our best so that this can’t happen.
