It’s really time we get down to business. I’ve introduced some revolutionary concepts into this election cycle and I owe you some better information as to how it’s all going to work. Today I’d like to share with you a bit more about the most important part of our plans for national security in December.
The two primary elements of what will be a greatly revamped NSC are the Constant Vigilance policy and the Failsafe Fund. I mentioned them in brief in my announcement article. Now I’d like you to know more.
CONSTANT VIGILANCE
Dictatorship has a single benefit that is so compelling that it has convinced much of the eWorld to give it a try. As of this writing, 48 out of 74 nations have a Dictatorship (though not all are of the Defensive variety). Defensive Dictatorship is popular because it provides a nation with a 10 day warning if a hostile coup is afoot. At the end of that 10 day warning, there’s basically a crap shoot of mad button-clicking in hopes that your friendly MU launches the coup instead of the bogies. But if you lose the button-clicking contest, at least you’ve had 10 days to prepare for it.
That is the advantage of Defensive Dictatorship. It means nations that choose Defensive Dictatorship enjoy a relief from the constant stress of potential coup. It’s kind of a big deal.
And so if I am asking you to follow me into a revolutionary month of Dictatorship-free eLife, I'd better have a plan to replace that advantage with something that is equally secure. The first half of that plan I call Constant Vigilance.
What is needed is an around-the-clock team of watchers. It doesn’t sound like much, but beautiful things are often simple. We replace the Dictatorship with Constant Vigilance.
The mechanics of the coup mean that once an MU declares its intentions to launch a coup, the government being attacked has 3 hours to prepare. Constant Vigilance insures that what used to be done in 10 days will be done in 3 hours. That’s the difference. 10 days vs. 3 hours.
The CV Watchers will all have authority to enact the Failsafe Protocol. If a Coup is announced, what let’s call a “Failsafe Event”, the Failsafe Protocol is launched by whichever watcher is on duty. And that leads me into our discussion of the other arm of our revamped NSC…
THE FAILSAFE FUND
America is fortunate to have a healthy array of Military Units with trustworthy leadership and commanders. My plan is to entrust our finest MU’s with the resources to respond to a hostile coup with cash.
Participating Military Units will each be given a sizeable portion of cash to hold onto. It is not to be spent on anything other than a Failsafe Event.
If a Failsafe Event occurs, the watcher will immediately contact all of the MU leaders with access to both Failsafe Cash and their MU’s Combat Orders. It is my firm belief that within any 3 hour window, at least one member of the Failsafe MU Group will be able to respond. The response is fairly obvious to those who understand what it takes to organize defense against coup. I won’t go into the details of that protocol here. But it’s not rocket science.
It is high time the eUS Government increased the respect it shows to the various fine fighting MU’s of our country. I believe that there will be no problem identifying and entrusting Failsafe MU’s with the tools and cash to stand at the ready defense of eUSA.

How does constant vigilance help with the considerably shorter organizational window? 3 hours to alert MUs and get people online at a given time is a lot less than 10 days to plan it out.
All it takes is a way to get the action going in the first few rounds. Failsafe isn't necessarily designed to win those first rounds in shutout form per se. It is designed to have a programmed response that is literally ready around the clock.
The first round begins after 3 hours. The second round begins after 4.5 or more hours. By the 6th hour there will have been enough activity to start grabbing more and more campaign points. All we need out of those early couple of rounds is something. 10-15 points in the first two rounds... obviously you prefer a shutout, but Failsafe is designed to get some early points.
Even with the Defensive Dictatorship in place, eUSA still has its hands full when the coup clicking is in the middle of the night. All we need to do is know what to do when it happens. The 10 days isn't THAT big a deal.
I guess I don't see how this increases activity, which is what you seem to be claiming. If it really just depends on some PMU commanders having someone awake all the time and a member of NSC being awake all the time, all you're doing is forcing people to spend time monitoring a browser game that just isn't a constant game anymore.
Like I said elsewhere, maybe 4, 5 years ago, this idea could have been a good one. But now? There just aren't enough active people to warrant or man this kind of operation adequately when we have the ability to use a mechanic to our advantage like we have been.
Presumably, without dictatorship, more coup attempts will be launched against us. Therefore, more meaningful wars that everyone in the country will get behind. If the period of no dictatorship is successful, perhaps other countries with DD in place will want to go without, leading to a possible shakeup of FA-> more activity.

If you were an active player and not a quitter you would know how to organize a defense in 3 hours. Just think you could paint your girly nails and they would be dry in less than 3 hours. There is plenty of time.

Isnt it a congressional choice whether or not a dictator needs to be installed? Also, does this mean you ask major MU CO's for account access? This is against erep rules and could in theory be exploited.
nope. I don't need access to their accounts. The whole point is that 1 of 10 people is more likely to be available within a 3 hour window than 1 of 3. I will send them some cash, they sit on it until needed. Simple. Plus it is always helpful to have more than one MU running CO's during heated battles anyway. It's going to be great.
As for Congressional powers over Dictatorship, I think it's a good question without a clear answer. Congress has limited powers to dictate how the Executive executes his office. I've reviewed all of the Dictatorship laws and as long as I do not launch, fund, or fight in a Revolution, I am not impeachable by law. Of course Congress can choose to Impeach me for any reason they want, but I will not be violating any laws on the books.

I took this stance as well; however, a compelling argument was made that if Gnil is elected by the people then it is the majority's wish that the he do as he's said he's going to do. Of course, if you're one to take Representative Democracy over a direct system, then this argument might not convince you.
Unrelated question: If elected might you recreate the Department of Technology and reinstate ScottCoyleSr as the Secretary?
