[MoF] Government Programs (May) - anticipated spend report

Citizens!

This is not a weather report but it is going to be a dry one - this article details what the Government will be spending money on this month and why.

The Fighting Rewards and the first Citizen Dividend will be sent out this week for the period ending Tuesday the 7th.

Do not feel like you need to be fully acquainted with the below, but this report plays an important role in letting the public and Congress know what we are doing with those hard earned taxes. Details on support and rewards you can receive are also provided.

Citizen Dividend

The Citizen Dividend distributes Money Market profits to eUK citizens. It is the foundation offer of support to everyone to help players pursue their aims in eRepublik. Providing support and building the economy address Goal 3 of the eUK Strategy.

Payment of the Citizen Dividend will be aligned with the payment of Fighting Rewards. As such the first Dividend will be paid this week.

The value of this Dividend is based on Money Market trading income. The value earnt via trading will be distributed between the eUK population. Reserves can be used to guarantee a minimum 10,000 dividend payout when trading profits are low.

For this first payment we will estimate the profits made in the past month to ascertain the Dividend value. The actual cost will be covered by myself, so that MM profits made prior to this policy coming into action are the basis of the Dividend without actually being spent. I will donate the funds to the Country Accounts after payout.

Fighting Rewards

Fighting Rewards are to achieve exactly what they say on the tin - rewarding and incentivising fighting, with particular focus on encouraging as wide a cohort as possible to fight. This is central to Goals 1, 2, and 3 of the eUK Strategy.

Four donations have been earmarked by Congress for fighting rewards, creating a pot of 1,600,000 cc. The new rewards will pay players for their first 10,000 kills each month. Players' reward will equal the percentage of the eUK’s kills they did (up to the 10,000 kills).

As mentioned in the CP update this weeks' round of payments will make up any difference between anyone’s entitlement under the old programs and the new program. This will not be a large gap to fill - at least 80% of citizens will be better off under the new program and for them, there will be no difference to make up. Reserves will be used to cover this difference.

Entitlements will be calculated and paid this week without a requirement to comment on an article - chiefly as this fund is to reward kills and not comments, with other reward programs being open to reward coordination and interactions with the MoD.

Pre-Epic Rewards

Pre-Epic rewards are designed to help build epics whilst promoting coordination and responsiveness. This is outlined in Goal 2 of the eUK Strategy.

I have created a fund to reward those who contribute to building damage for our Epics. Currently this fund is two pots of 100,000, one for Air Epics and one for Div 4 Epics. Congress will be invited to add to them towards the end of the month.

Each time an eUK citizen records 100 or more kills raising pre-epic damage*, they earn ‘1 share’ in their respective pot. At the end of month, when rewards payments occur, this fund will be distributed according to shares.

The pre-epic funds will pay out in-step with the Fighter Rewards, towards the end of the term.

Community Rewards

A series of social and media rewards will be devised by the MoHA to encourage community spirit and citizens interacting with one another. This will also complement the education strategy being devised by the MoHA, and addresses Goal 4 of the eUK Strategy.

These will be designed to encourage people to use feeds and comments to get to know their fellow citizens. Specific rewards will be built into the education pathway and be offered for engaging with education activities.

To help this along the MoHA is currently reviewing MoEd resources with new players to identify what is easy to engage with and will provide the most assistance to new and returning players, complementing Goal 1 of the eUK Strategy.

Of course there will also be a series of Entertainment initiatives with competitions and games to participate in. These as well as the community rewards outlined above will be paid for with the funding already earmarked by Congress for the eUK Home Office.

Live-Fire Exercises

Funds will be set aside for Live-Fire exercises, following from the success of the TARE programs. These will likewise reward coordinated damage deployment in keeping with Goal 2 of the eUK Strategy.

As with TARE the general principle will be to reward MU’s who can react to requests from the Cabinet given with varying levels of notice. Rewardable objectives will be clearly flagged, but the timing and mode of communicating them may vary, to simulate the events of an actual conflict.

More on this will be announced by the MoD over the coming days, feel free to comment any suggestions or objective ideas. As with other fighting incentives these rewards will be paid out when the fighter rewards are paid out, first payment being toward the end of the term.



I told you it would be dry! Hopefully you are already thinking about how to spend your support pounds and planning to try and earn some rewards.

The basic principle I am adhering to with all these ‘funds’ is to set a cost and work backwards from it. This hopefully manages expectations around spending and will prevent costs spiralling.
