Perfect System for Divisions

The game is dying. Everyone knows that, and why this is happening most likely has to do with poor economy and divisions system that encourages low activity. So I have some new ideas this time for the division part of the game.
I want to show first the pros and cons of each idea and then my final proposal at the end.
Divisions based on Experience
Pros
low level and most likely low strength players compete with mostly similar players.
Cons
In reality it creates many 2-clickers who don't fight so they don't gain xp and you have division 1 for example ranging anywhere from 1000 to 50000 strength.
Overall this system is unbalanced and encourages inactivity.
Divisions based on Strength
Pros
The most evenly matched divisions as far as strength goes. Everyone has a more equal chance at a bh. Battles are less lopsided.
Cons
Not entirely perfect because of differences in rank bonus. Everyone is similar damage making it impossible to really get an advantage or get ahead a little. The country with more total citizens for their side will almost always win since average strength per player should be roughly similar for most countries.
Overall this system creates too much balance where it is hard to take any advantage. Would benefit countries with more citizens.
Divisions based on Total Damage
Pros
Just a more extreme version of the Strength description.
Cons
Just a more extreme version of the Strength description.
Overall this system would just be like strength only more extreme.
Divisions based on In-game Age
Pros
Would put new players on the same playing field as well as other divisions. Encourages fighting the most as well as strength and rank points gain. Encourages the most activity everyday to try to get ahead.
Cons
Would hurt players who can't be active as much. Older players who didn't pursue strength or fighting very much but changed their mind and wants to be a top fighter would have a very hard time being in a high division. Players would always be fighting with/against many of the same people.
Overall this system creates the most encouragement for fighting and gaining strength. Would be decently balanced but hurts some players who aren't active in strength training.
These all have their own pros and cons as you can see but none are perfect. Below is my proposal which I believe would be fair for all. Although it's impossible to get a perfect system, I believe this one would be the best.
Divisions based on Experience, Strength, Rank points, and In-game Age
I would like to create a new system that would essentially average all 3 of these into one. I don't have a name for it but for now we will call it your Division Power. The exact formula to be used should be debated on to decide what is best. For this example each area will have a 25% weight. For each category they will get points depending on which bracket they fall in (1-4) one being low and four being high.
To divide up experience between 4 divisions I would either divide equally the players of each country or of the world(Not sure which would be better) into 4 divisions of equal amount of players; or divide players up for experience the same way it is done now by setting static benchmarks of experience levels.
To divide up strength you either do it by static benchmarks like (1)
To divide up by rank points would be similar to the other ideas by having the benchmark system or a constantly updating system.
To divide up In-game Age should be a constantly updating system, although it could also be static. For example after 1 year you move to D2 and after 2 years you are in D3 and so on.
Now that you understand how it would work, here is the break down of how many Division Points would be for each division and an example of 2 different citizens.
Division 1: 4-6 points
Division 2: 7-9 points
Division 3: 10-12 points
Division 4: 13-16 points

I think this is a great way to balance out the entire game. It will reduce two-clicking and encourage more activity making the game more fun for everyone. At the same time it doesn't single out any group that could be hurt too much by the system. Of course it would also be nice to see where you rank among fellow citizens easier in all of these categories.

For new players the DIV I in my mind needs a quick change. At the moment they just can't compete with the "campers" and might be a reason to many just leave the game before they have seen its full potential.
That mix of everything is a really interesting idea.

It has one bad side: Infantry Kit would lose its importance = less money for admins 😛
But then people would buy more of the other packs since they don't need the infantry kit.
but a lot of them is not worth the money, only PP, BP and IK are worth buying.
packs can be changed by the admins according to the need...
I think divs based on Total Damage would be the fairest transition. Coming from a D1 player that hasn't been able to fight much since i lack infantry kits.
But based on in-game age or strength is probably the best solution, even if being relatively unfair to the "Train but don't fight" era that I was eborn in.

More radical changes, remove strenght completely or make a cap which is achievable after certain point of activity. Even a bodybuilder cannot get indefinitely more ripped even if training decades...
Depends actually on the development of new substances. Introduction of IGF-LR3, insulin and growth hormone combined with the surge in quite decent 'prohormones' definitely add something that couldnt be attained a decade or two ago.
Of course there is plenty growth factors which enhances muscle growth. When given excess amounts, it allows person achieve abnormal muscle mass but eventually it will make other health problems if not limiting the dose. At some point body cannot handle the stress caused by the limitless synthesis. And as far as know, muscle cells don't multiply — perhaps some new studies shows that they can be manipulated as well.
But there is a limit what body can handle.
Growth hormone does create new muscle cells, hence it's importance in bodybuilding. All other compounds just add volume to the existing cells indeed.
But agreed, there is certainly a limit, but we keep pushing it forwards with science.
But will Plato make money from it?
They just need to balance the fight system. I understand that admins need the cash flow but many might leave in first weeks since they have no chance to go after fight medals.Less players less cash flow!
I say there should be default combat orders for the first 3 divisions 🙂 this would encourage people who regularly fight to get more currency and might make just being active more fun!
however this would flood the game with currency and that might be bad. so maybe if countries started issuing combat orders for the first 3 divisions and used tax money to fund them!
