Struis, being able to put anything to a vote (even voting to gag someone) is the epitome of Democracy. If you're looking for enshrined basic civil rights then what you want is a Constitutional Republic.

The "dual pm system" we've been using for government is great in that it prevents anyone from being able to claim they were not informed (the implication being that Congressppl are not responsible for their own knowledge) however it has proved incapable of supporting a Constitutional Democracy because it has nowhere to enshrine laws.

A "forum government" does leave Congressppl the avenue of pleading ignorance (the implication being that Congressppl share some responsibility in their own knowledge/relevance) however it gives us the ability to enshrine a basic transparent set of rights and rules of conduct that will facilitate effective government. It will also provide a database of previous discussion which will be a resource to anyone taking responsibility of their own knowledge.


The "pm system" is actually more vulnerable to exclusivity than a forum. It works in discreet tiers just like irc. When you go onto a national irc channel, you know there is a "real" national channel elsewhere. Likewise, when you consider the precariously lobsided dichotomy in our government threads, it would be foolish to presume "real" government threads wouldn't evolve another discreet tier to facilitate effective government. Making the "big gov threads" just a coliseum for conducting public exhibitions.
