Congress announcements(edition3)

It has been almost 2 weeks since i shared my second report as Chairman of Congress.
In that time i have seen some more activity in the mass-pm for CM's from people like Linceour, Teddy beer ebe, JdlF(CM & CP),...and a few others.

Although we did attempt to motivate people to come and join into the forum debates there was no noticeable increase in congress forum activity. Therefore i can only hope that the information i and other CM's have shared in that message was very useful to them in making a good decision on voting laws.

Here is a list of matters that have been discussed on the forum and shared in the CM mass-pm:
◎ request to unban Shadowukcs : This debate has been on the table since the beginning, but little action has been taken on this matter.

◎ welcome message - Pub : A proposal to change the current welcome message for new eBelgian players... still pending and with little progress.

◎ Unban all banned citizens / Restore citizenship : An attempt to unban some eBelgian citizens. the debate lasted 6 days without a final result.

◎ Make the forum easier : A topic that called for making changes to the forum(how it looks, how it works). It ended that same day. What i write here i write as forum administrator -> I am slowly working on a plan to rearrange and streamline the forum, but as this is a very large job i will need to do some more tweaking before i am ready to release more details about this.

◎ welcome message - Pub : A proposal to change the current welcome message for new eBelgian players... still pending. an un-linked draft was proposed but we got stuck on the links that need to be added(format, to what/where to link,...).

◎ Scrap laws : There where som ideas bounced around, but in the end no-one took it up to make a law proposal out of it. There where a few who called for suspending all laws until further notice(more tuning). Still unresolved.

◎ request to unban Shadowukcs : No real progress was made as we are still...debating. Although it did reveal some loophole in the law/constitution, but yet again it did not motivate the CM's to act.

◎ New moderators election. : The forum-moderators term of 3 months was coming to an end so i placed it up to debate to call for moderator candidates. 4 names( eventually ended on the ballot, but only 2 needed to get elected. Teddy beer eBe & Fhaemita Malodorous(The Valejard) got assigned to be Moderators.

◎ There was also some handling of funding's which related to the "Epic Warfare" tournament. donate proposal and issue money proposal

◎ Also an NE proposal was started against the UK(and passed. This was a TW which was also part of the "Epic Warfare" tournament.

In the mass-pm there was a call to remove the Valejard(as moderator) and ThomasRed(as administrator). The responses on this where pretty divided and ended in a stalemate(no further actions followed).

This is pretty much all that has happened in congress since my previous report.
Some clarifications:
* MPP = Mutual Protection Pact
* CM = Congress Member
* CP = Country President
* TW = Training War

I was hoping that the debates would have been concluded, but most CM's just wait for nothing(i will not do their job).
My next report will be a complete summary of all congress activity since the beginning of this congress-term.
