Greetings!
Since the Day 2,187 added Taxation of Occupied Regions in Erepublic.
In order to make successful military campaigns more rewarding, we have introduced the Taxation of Occupied Regions. In addition to the familiar production bonuses, countries will now gain additional tax income from the regions they have conquered.
How it’s works?
Serbia and their revenue source
Croatia has 0 core region, the base income is 20%
Albania has 0 core region too, the base income is 20%
So stay in India regions does not make sense anymore, because 80% of the revenue goes to Serbia and returning all core regions for Croatia and Albania it’s impossible right now.

Republic of Macedonia (FYROM)
Romania
Bulgaria
...
North Korea
Now more and more occupied countries has 0 core region, 0 resource bonuses and the base income = 20%. While country-occupiers are getting much more resources to keep other countries under occupation.
Even Freedom Fighter medal not solve this problem, because 80%-90% medalhunters will fight only in the end of successful RW and not fighting for freedom of occupied countries. And in occupied countries this game over time would lose meaning
