Congress
Congress is the main legislative body of Erepublik nations. It is the place where elected candidates for Congress decide about political, military and economical future of a country by proposing different Laws. These elected candidates are called congress members.



Requirement:
- You must have at least 380 exp points (level 15)
- Run for candidate between the 16th and 23rd of the month

The number of congressman every country depending on the number of regions in each country.

On the 24th, the list for congressional candidates will be closed and the Party President will have the ability to manage the position of the members on these lists, if the list has more candidates.
Note: Only candidates for the top five parties will be allowed to run for congress. (but eKSA only have one party, so we can ignore this note)





Congress election held for 24 hours, from 00:00 on the 25th until 00:00 on the 26th eRepublik time. But for the next six hours the result will not be final. During this time, admin will analyze the votes to ensure the fairness of the elections.



Congress Job

In the game mech, there are 3 job of congress :
- Propose law (max. 2 law per candidate)
- Vote law
- Approve citizenship

But the important thing is active meeting and coordination on PM or IRC.

Head of Congress

The head of the congress is a elected position. He is the leader of the legislation. The HOC is the prime minster.
The head of the congress is elected by the congress. Once a congress member wins the HOC election, he is made Prime Minster.
The HOC is the second highest political position after the president. When a congress thread is created to talk about a law or about any political subject he heads the discussion.

Note: In eKingdom of Saudi Arabia, the Prime Minister, is elected by the President





Country Donation
Transfer money or gold from the country's treasury to an organization. During the twenty-four hour voting period the proposed currency due for donation is "frozen" and rendered unusable.

Issue Money
Take gold from the treasury and replace it as money. Includes paying a transaction tax of which is deducted at a rate of 0.005 gold per 1 unit of money.

Change Tax
Note: Can not be lower than 1% and higher than 99% for Import tax or 25% for VAT or 50% for Income Tax. Raw materials have no VAT.

Minimum Wage
Change the minimum employee salary given by companies. Can not be lower than 0.10 units of local currency.

President Impeachment
Remove the President and replace him with whichever previous presidential candidate received the second-highest vote score. Requires 66% of Congress votes to be passed.

Natural Enemy
Members of Congress can propose neighboring country as their natural enemy. If agreed, a free war will be started with the natural enemy. The prosing country citizens will get +10% bonus while fighting against their natural enemy.

Provide Citizenship
Members of Congress can approve citizenship application. Each congress member can only grant citizenship to a maximum number of people out of the total number possible (total number= 10 % of country population).
For example, we have 400 citizen and 40 congress, so every congress member can approve 400*10%/40= 1 people.
