Weekly Update: Congressional Shenanigans

Back at roleplay central, a.k.a. the eCanada forums, the Canadian Congress has been hard at work, tackling various issues. We've elected a Speaker to control discussion, given funding to MU's, a vote is being held to try and move discussion more in-game, and Rolo is CP. Wait what was that last one?! More on that later.

New Congressional Speaker

First was the monthly issue of voting for a new Speaker. For those of you who do not know, the Speaker controls discussion and the regulation of votes. As another note, there are various other documents to regulate votes and what people can and cannot do. Well, this month's Speaker elections were especially crazy and dramatic. As always, people are nominated for Speaker. That went very smoothly as our nominees were Venoms III from MDP and Wilhelm Gunter from CPF. So after voting, the results were in! It was a tie! 16-16! Therefore the speaker declared, by rule, that the CP would break the tying vote. Here's where it gets hectic and dramatic. Soon after the results were in, a complaint was lodged crying foul! "Not so fast!" They said. The vote for Speaker was declared to last 24 hours, however the vote was closed by the current speaker, Leo Balzac 27 hours after the vote began. Members of congress claimed conspiracy as the vote was closed not long after a vote was made for Venoms to tie it up. They claimed that the speaker, Leo Balzac, prolonged the vote in order to get another vote for Venoms. With the tie the CP would then choose the winner, which would have likely been Venoms. Insert another twist! In what was to be deemed a gross misuse of power for which he was later suspended, our self-proclaimed god ruler of an admin, Goran Thrax, decided he would interpret rules on his own and claimed the vote should last 48 hours and extended the voting window. After many complaints and such, Goran was suspended from being an admin. Leo, probably sick of having to deal with all of this, removed himself as speaker leaving deputy speaker, Plugson, to deal with it. After much thought, he decided to wipe the slate clean and reset the vote. After others complained the vote was illegal and should be handled in a different manner, the vote has succeeded thus far and Venoms III is the new Speaker of Congress.

Also, to try and make votes more uniform, a proposal has been put to vote that would limit voting on proposals to exactly 24 hours.

Moving Things Away From Forums?

Seeing as many players either don't care or have no idea about the forums, steps have been taken to try and move discussion and voting in-game. The current proposal in Congress will allow Congressional discussion to take place in articles in the game, as well as PM threads. Votes can also be made more public in this manner. The passage of this proposal would make discussion and voting more public. Seeing as most people do not get on the forums to keep up with Congress, more people would now be able to become informed on what is happening.

Well, it is no surprise that Rylde has been absent as of late meaning someone had to step into the position. However, the in-game impeachment ability is unavailable. Why? Well, for those of you who recall, Lord Nukem proposed Rylde's impeachment shortly after being elected into Congress. So because of the mechanics in the game, we cannot propose impeachment for another 7 days. However, what he didn't know is that we would actually need the option to impeach due to Rylde's absence. Therefore, we needed someone to step up. So, being Rylde's VP, Rolo Tahmassee was made acting CP by our new Speaker, Venoms. Although this is not called for in any government documents, the decision was made according to precedent set by past administrations. However, the VP is actually just a roleplay position, holding no actual value. An impeachment in game would not even make him able to hold the office in the game. Therefore, Rolo seems to be just a roleplay CP who is unable to push the buttons in game. Rylde is still technically our in-game CP. However, some congressmen have motioned to impeach Rylde when the option becomes available. This would make Tyrael our CP. Doing this would give us someone who can push the buttons in game. However with the war effectively coming to a close others argue that we do not need the impeachment. After all the new CP would only be in office for two days. Whoever wins the election for CP on the 5th would then be able to do everything that is needed. Plus we could keep the option to impeach in the unlikely event that the option would need to be used. So unless something changes, Rylde is our in-game CP, however Rolo is our acting CP and will be taking over all of his duties.
