Referendum for a new country name [Fase 1]

As told in the coalition program a referendum must be held in order to change our name. See the following quote
We will organize a referendum to change the name of our state. This is shoed in three stages.The first will allow everyone to propose new names for our country.The government will sort among them. And the people will decide in the omnipotence the name of our Nation.
Thus, the different identities based our nation will not be erased ... but met in a pact of union renewal.
The referendum consists of three fases. Explained below.
Fase 1:
At this point we will start with Fase 1. Collecting possible names. Everybody is allowed to propose a name. In the end (after 7 days) all the proposed names will be collected and been put in a poll or list.
Fase 2:
The govermentis allowed to vote on the proposed names. The three names with the most votes will be collected and will be proposed to the people in Fase 3.
Fase 3:
In fase three a poll is opened and everybody can cast there vote on a name. The name with the most votes will be our new country name.

New name: The UNited Lowlands (UNL)
New name: Greater Brabant (G😎, because Brabant is lying in both Flanders, Wallonia and Netherlands.

Shouldnt the first part of the referendum answer if we actually want a name change? When that is established we either keep the name or move on to name picking...
Luxembourg is not a part of eUNL so eBenelux is à bad idea, let Luxembourgers decide themselves if they want to be part of this when they enter the game.
