Welcome to the forty-third edition of Political Hotspot.



Due to the French having occupied most of the UK at the time of the last Congress election, the size of the current Congress is somewhat small, with just twenty members.

The French are now well on the way to being eradicated from the UK, following a series of successful resistance wars. The government decided not to pursue the idea of a formal agreement with the French, after a proposed agreement was rejected in a referendum called by the Country President (Rathena Gelc).

Had the referendum resulted in a yes vote, it could have led to a major constitutional crisis, since Mr Woldy, who holds the roles of Constitutional Dictator and King, would have had to decide whether to implement the agreement into the laws of this country. It would be a good idea for the government to clarify the legal situation when the Country President needs to take actions of this sort.

Currently, Congress is the institution with the constitutional rights to pass legislation, however the Country President, as the generally recognised political leader of the country, generally negotiates any necessary deals with foreign governments. It is a welcome development that Rathena Gelc sought to consult with the public about the agreement, rather than simply attempt to implement it. The government should build on this development by putting in place clear legislation about agreements and consultations agreed by the Country President, since it is not practical for Congress to directly negotiate with foreign governments, given that it is not necessarily a united institution. Many of the negotiations that the Country President has to carry out on the world stage are important enough to justify being put to a referendum, therefore the government needs to legislate for a mechanism to enable this to happen in the future in a way that does not lead to disputes over its legality.



Rathena Gelc has won a second term as Country President, narrowly beating Sambo223. This shall hopefully allow her to continue, and hopefully entrench, the more consultative style of leadership that has characterised her first term, including the introduction of PMQs, where the Country President's actions can be challenged, and the use of referendum consultations on major geopolitical agreements. Both developments allow for greater accountability, and it will make for better governance if future Country Presidents build on this approach.
