[MoHa] Who will be our next Dictator?

At this moment we have a Dictatorship in eNL. Congress decided to install Garmr quickly as Dictator when the Dictator update was implemented to prevent other countries or people to take over our country. The dictatorship of Garmr was only temporary and this will come to an end very soon. This article is meant to give you some information about the current state of affairs regarding the dictator discussion.
Congress is discussing the last details on the Dictator proposal. The expectations are they will vote very soon on this. This proposal consists of several law changes (and even a constitution change) regarding the dictatorship. Congress has tried to imbed the dictatorship update in our current laws. It will take some time before this is fully implemented.
The most important part of this proposal is the dictator law itself:
New Chapter VI - Dictator
Of course the most interesting and relevant piece of legalisation here. This will require a lot of debating, because I'm sure I've left some things unnoticed.
Article 1 - Tasks, Rights and Responsibilities of the Dictator
1. The Dictator of the eNetherlands will execute legal decisions and bills (as per the Lawbook of the eNetherlands) made by Congress and/or the Government.
2. The Dictator of the eNetherlands will not execute decisions or power on his own.
3. The Dictator of the eNetherlands will have access to all (private) Congress and Government channels.
4. The Dictator will be required to pay 100% of their in-game gold rewards for serving as Dictator.
Article 2 - Appointment of the Dictator
1. The Dictator is appointed by Congress for an unspecified time period. The appointment will require a 66% majority.
2. The Dictator can leave office by voluntarily resigning, or can be removed from office by Congress, as laid down in Chapter II, Article 12 of the Lawbook of the eNetherlands.
To be clear, this law isn't accepted by congress yet. With this law the dictatorship issue is embedded and it will also be clear what the function of the dictator is in the eNetherlands by law. To summarize, the dictator doesn't have any power. We choose our CP democratically like we always have done and the dictator is only their to 'push the buttons' ingame. To give you some examples: The dictator is the only one who is able to accept citizenship applications. He is also the only one who can launch Airstrikes, sign MPP's and vote on laws (ingame). The dictator will be pushing the buttons according the will of the government and congress.

So far the boring part of this article. Who will be our dictator? The requirements for being dictator are to be very active and politically neutral. Garmr decided not to candidate himself, so there will be a new dictator. There are several candidates for being our next dictator:
- ElGorro
- Epix
- Kordak
- MaartenW
- Heikanu
There are also other names, but they didn't confirm their application yet. The voting will be probably after the law mentioned above is accepted. It is also still possible to apply for the dictator position yourself. But keep in mind, the requirements are very high. If you didn't know about this yet, you probably aren't active enough to be dictator.

Beter een eigen dictator als slaaf die regering en parlement gehoorzaamd, dan een echte dictator uit een ander land die ons land kapot maakt.

If we do not have a dictator some foreigner if he gets his hands on a MU in eNL will be able to start a revolution and become dictator. Us having a dictator is a security measure against such a thing happening. It happened in multiple countries already so it's good we did this.
Not just some foreigner: One single PTOer can just start his own MU, invite over his foreign friends and start a coup. This can be arranged in an instant if that PTOer starts with a lot of money that he got from abraod (create MU, start coup, then invite over most of the foreigners). There's no way we can arrange allies for our defense on such short notice.
There are lots of nations who could ruin a small country such as eNL this way.
As long as we have our own dictator it'll take a lot longer to start a coup. First a revolution is needed, and after that a coup cannot be started right away. I believe there's like a week of extra time without dictatorship. So that'll definitely give us a chance to contact allies for our defense.

I'm assuming Gamr will remain dictator until he received the next 50 gold from the admins. And I'm assuming he's already paying his dictator income to the state, as would be the new situation of 1.4.

It has been argued that the controlled dictator offers more security in several ways.
1: no illegal immigration (no rogue acceptations from inexperienced CMs)
2: no rotten apple CPs trying to steal our money (like Lord Jale)
3: no foreign coups in eNL (not until a revolution in any case)
4: always 65 gold "dictator" tax per month, also if we're without regions.
Of course the assumption here is that the dictator follows the orders given to him by congress.
