Welcome back to a new congress term. Bit of housekeeping to start off with:

Settling the Question of Congress during a Wipe
It has been mentioned to be already that we should endeavour to find a solution to this question that will be legitimate beyond any doubt. The following questions need to be answere

Does the eUK retain a metagame Congress during a wipe and the loss of an in-game Congress? If not, how are the constitutional powers belonging to Congress exercised during a wipe?
If we have a metagame congress, what form does this take? How is it selected? Will there be any limitations on its power compared to an ordinary congress?
The first sensible step to finding a settled solution to this is to establish a working group of interested congress members to discuss and come up with a workable consensus solution that could be put to the people in a referendum. There will be no hard and fast limit to the size of this group, and I’d invite congress members of all parties to take part. Let me know if you would like to join the group, and I will be setting it up in 48hrs.

Just keep congress innit. Just make things simple for ourselves. Can't have CP running around with all the power. If congress members want to drop out then their CP can replace them easy if we're wiped.

simple enough if we're wiped and have no in-game elected congress to legislate for a full 40 man meta Congress to be carried over from the previous month. However we also need to state what happens if we are wiped after the election process begins so there is an election but no members elected and if there are only 1,2 or 3 regions meaning a 10,20 or 30 member Congress would be elected - what happens then?
It's making clear the process, so we know what we expect that's key.

Ok. If we didn't have a dictator what would happen in the situaion of a wipe. The cp and cabinet have the power. I'm not saying this is ideal but if you want to replicate the in game mechanics that's the way you go. I'm up for meta game elections myself.

For me congress stays with same powers without, before, during and after a wipe.
In case congress is not 40 members big, but 30-20-10 whilst x has been chosen, it is up to the involved party to select their congressmembers into the percentage.
If their is a problem with the percentage (0,5 etc) to make x seats, the cp and the dicator will decide about the rest seat. Example: Congress 40, Party X has 11 and party Y has 9. Congress turnout is only 20 memebers, so party X 5,5 and Y 4,5. CP and dictator will decide if X got 6 or 5 and Y 5 or 4.

I can get behind having the previously elected congress continuing. But with the posibility for the PP to change congress members not wishing to continue.
But I also think there should be some limitations as to how much such a congress are able to do. Keeping the government accountable of course, but I would not think that a "unelected" interim congress should have the same legislative possibilities as an elected congress.
In case of no Congress the Dictator and CP should run things.
The one thing I am absolutely against is that meta Congress election you held last time.
But if you really want Congress, it should have 20 members, that is 4 from every top 5 party, the PP presents 4 people for that Congress and how each party selects those 4 people is their business.

I'm just saying, I'm still for the no Congress option, but most likely people will vote to have Congress, so in that case let's make it equal for everyone.
Finance committee
Regarding Meta Congress we had last time in a circumstances of being wiped I was and I am still for that,but only if we will be possibly wiped once again.We are lucky to have Woldy as a good,decent and knoledgable Constitutional Dictator so we can"t worried about that he will do something unappropriate.
As concerned of CP we had experience with bad CP"s in the past those who will rather steal and not working for the benefit of UK,I"ll be for Meta Congress(if we are wiped) or regular Congress such is now to replace bad CP"s or to pass almoust all authorities to the Constitutional Dictator to run things appropriately.
Home affairs committee
Keeping the same congress might be ok to keep things going for a wipe that only lasts one month, but for an extended wipe that would undermine keeping congress accountable. I'm for an in-game vote such as we had last month. I don't see the argument for allowing the CP free reign just because we're wiped - the only reason for it seems to be "that's what would happen by eRep's rules if there was no dictator so it must be right". By that reasoning Woldy should get to do whatever the hell he likes, because according to eRep rules the CP and congress have no power under a dictatorship. Why are we picking and choosing when to hand congress powers that they don't have in-game? If having a CP unfettered by congress is better, why don't we just allow that every month while we have a dictator installed? If having a congress is better, why are we choosing to punish ourselves for being wiped by not allowing ourselves one? I'm also not sure why there's so much concern about making sure we take into account the views of people who just automatically click their own party when there's a Vote button on the home page but can't be bothered to read an article and vote in it. I suspect the congressmen that are going to get elected like that are the ones that can't be bothered to vote anyway, so what's the point?
The fact is that the eRep way of electing a congress is rubbish anyway - only members of the top 5 parties have a chance to be elected, we can't vote for a candidate only for a party, and there's no way to remove a congressman from power. And then there's the bugs (like losing your candidature because the region you became a candidate in gets conquered in the interim) and the possibility of stacking votes by creating new accounts a few days before the election. I think we can do better than that, so why not take the opportunity to make the wipe work for us by setting up a better electoral system, instead of just denying ourselves congress?
I'd also like to be part of the group discussing this, and I'd like to call on anyone who doesn't like the idea of voting for a congress outside of eRep's automated system to give specific reasons why they think it's a bad idea so we can maybe find a system that will satisfy those concerns.

People tend to go on about how rubbish congress normally is, and they even put forward a few proposals that allowed it to be totally dissolved back when we did that god awful referendum. But then when given a chance to get rid of it really easily for a month suddenly everybody wants a workaround in order to keep the bumholes around.

Forgot to mention one thing missing from the NMU document - there's no deputy commander. That post should be filled so if the commander is unable to access eRep for a time, there will still be someone able to set DOs and deal with any issues.
the 2nd Commanders are appointed by Congress along with the Commander. In the interim Paul Tyndale is 2nd Commander.
Also want to add - give more than a few hours to call for nominations, please. I just spent the night at the emergency vet with a sick furkid, but it is less than 24 hours since I last logged in - and I missed the opportunity to stand for a committee. This is not super-critical, need-to-d-right-this-minute-or-we're-wiped stuff, so 48 hours should be the minimum.
