Most of you asking what is Protector of Nations mission. So l will try to explain it here.
FIrst you need to open your Armory after that->Protectors of Nations
Protectors of Nations
After that you go at the bottom of the page and check which country is with 0%
For me it is North Korea
Ground LEVEL+0% and Air +0% LEVEL 0
Next you go and fight for that country and protector will raise.
Remember you need to grain 20 levels, but you can fight for more countries not only for one!

Easier is to fight for more countries. 4 countries to lvl 5 is peace of cake.

What about the vehicle discharge reset item?
"Insufficient Vehicle discharge documents"
You need to collect all of the blue prints so you can enroll a vehicle.
or complete the Weekly Challenge and get a protector level
Or just increase protector levels of an already assigned vehicle
ghost boosters are a great help in completing this even if have low strength - just find a battle where there is already a strong hit - epics are a great place to look

If already LXX then you probably have a lot of Universal Points, you can then complete the mission by assigning points to a country.
Will have to do multiple assigns since Plato only allows you to increase protector levels one at a time,
Can do this without even having a vehicle assigned to the country you are increasing the protector level.
If using those universal protector points, you do have to assign first a vehicle to that country. You can't allocate them otherwise.
If that's what you meant with that last sentence. Otherwise, yes, it's true, you can do it without assigning vehicle, but by fighting.
