[MoI] Lack of MU Funding

As a CPF member, the second tenet says, “Make the accounting of government funding more open and important.” As the Minister of Information, I take responsibility in my work to inform the Canadian public, and in this article I will shed light on the growing problem that is the lack of MU funding.
MU FUNDING:

Since September 3rd, there has been $280,000 of unspent MU Funds sitting in the Ministry of Finance, unused. I decided to investigate the situation and see if action is necessary on the part of the Government. As the Minister of Information, I have taken the liberty of compiling all of the data for the public’s viewing.

The MU Funding act states that money be split up depending on how much was allotted for MU Funding in the Budget. The amount allotted was $340,000 to be donated to the MoF on August 21st, 28th, and September 7th. However, due to record low tax revenue, this has not been possible. There was only one donation of $280,000 on September 2nd. Therefore there is only $280,000 to split.
The money should be split evenly between the MU’s and their members. As such, ($280,000/365= $747.12) each member is worth $747.12 to their MU.
So if $747.12 should be doled out to each qualified member, then here’s what each MU should be supplied with according to the MU Roster:

As seen here, in the MU Funding Spreadsheet, funds are distributed approximately every 7-12 days. However, funding has not been given since August 21st according to official government records. This is approximately 22 days. If these records are inaccurate, then I would call for the updating of these forms as swiftly as possible.
MU Funding must be sent out as quickly as possible to all MU’s that have legally applied for and qualified for MU Funding. To not do so is to do a grave disservice to Canada and her allies. Not funding MU’s detracts from the damage inflicted by Canada and harms the defense of her allies, undermining the efforts taken by them to defend themselves and retake their regions from the enemy.
I understand that funds are low, but I would question why nothing has been done. I call on the CP (Wally), MoF (Rolo), and the Comptroller (Simon), on behalf of the Canadian people, to kindly provide an answer as to why the funds are not being used. I also motion for the swift appropriation of all designated funds to their corresponding MU’s in accordance with updated rosters.

My hope is that there is a closed door debate as to what to do about MU funding. There has been much public chatter about MU funding. So maybe the powers-that-be are still sorting out how to proceed. I'd prefer the proceedings (again, I am guessing/hoping this is what's up with the unspent $$$) were made public, or an upcoming election issue... trying to be optimistic, non-finger pointy. 😕
Night's Watch and Holy Order weren't included on the list because they receive no government funding, so there's no reason to keep track of their membership in the military section of the budget.

To answer the question of the article, the Executive last month informed Congress that the budget passed in August could not be fulfilled with present funding in the treasury.
Congress then started to debate how MU funding should be changed (or taxes changed) to recognize this reality.
Since Congress has not recommended any changes, it would be irresponsible to continue unsustainable funding until an answer is given (especially considering we are completely back on the map).
Why would it be irresponsible to distribute funds already allocated? What does it matter if it is currently unsustainable? The money is there now. Sustainability is a problem for next month. What incredible problems is congress currently debating that this is not the priority? Probably how much Rolo should be compensated for being Minister of Finance.
This is what i was hoping to see from the MoI... getting the questions answered and getting people involved... As long as a decision is made soon and we are aware of it it will be good

Jacobi: the decision was made when congress voted to transfer money to the controller in accordance with the budget. Those funds should have been disbursed immediately upon receipt by the comptroller. The whole idea of a comptroller is that he does not make policy decisions, nor does he hesitate because he thinks a different policy would be better or that the present policy is unwise. He receives - he disburses. That is what MUs are entitled to expect.
As to future donations, you are entirely correct and congress has, in fact, not made any further donations nor is it in the position of making any. PC did spend 10,000 on an unbudgeted MPP with singapore but that can happen - circumstances change.

Didn't check any of the other comments, but Holy Order is not receiving funding because we aren't requesting it. We opted out of funding almost immediately after we were approved. Luckily, we can run, and supply well, without government help.
Holy Order plug: We're recruiting 5 more members for 12 Q7 tanks/day, as long as they have 10k strength, or have a special reason for us to accept them.

CAF doesnt qualify for funding as their 102 qualifying members is less than 80% of their current 187 members in the MU
They have to remove their non qualifiers to get funding, as per the MU funding act
Second Nogin's comment. Why have the smaller MU's been left off? We're all fighters fighting for Canada and the Friends MU, small as it may be, does not simply consist of beginners who do no damage.
Please adjust your spreadsheet to ensure fairness to all MUs on the official listing.
Rolo, we have more people who qualify, we just don't request funding for them.
Sorry guys! I honestly didn't seethe Friends MU on the sheet. It was an oversight on my part and I apologize. I will get around to changing that when I have more time later today.
Hm i got 400cc in funding not 600... crap
vl125, that money's supposed to cover a 10 period period between August 28 and September 8 when we were supposed to get another transfer. Unfortunately there isn't enough money in the Treasury as we had hoped to transfer out.

great update. Still, I hope someone will step up either in congress or in the Executive to get MU funding where it should be for a while, in the MU.
Other than the lack of MU funding and the new bromance with Indonesia, what have Wally/Rolo been up to this term?
There is a vote in Congress going on to give MU funding regardless of the administration at the moment.
So is there any news on the funding? Has it been handed out or is it being held hostage still? Has Wally/Mary/Simon given any comment on why the funds that have already been approved by congress haven't been distributed yet?
