There's a new module (element to the game) being released in about 2 weeks which involves citizenship. Read the above article by the Admins for full official info on how it'll be implemented. I found it somewhat confusing and full of hype so here's a simplified, bare bones version on how it'll affect the gameplay and how I see it affecting strategy.

Can I be a citizen of more than one eNation?
No, a citizen can have only one citizenship at any one time.

How do you acquire citizenship?
-for new citizens, after they have chosen country and region, the citizenship will be granted automatically

-for us citizens already playing, the citizenship will be granted according to the country we live in at the moment of the citizenship module implementation. So make sure that you are living in the nation you wish to be a citzen of that day! Watch for Admin announcements in the next 2 weeks.

-if you wish to change your citizenship, you may do that by moving to the country you intend to become a citizen of and requesting new citizenship from that country. Your previously held citizenship will be cancelled if you request for new citizenship is approved. You will be unable to leave the country without cancelling your request, being granted citzenship or your request lapsing (it does so automatically after 5 days)

Who decides on my citizenship request?
Congress members/ TDs acting in an individual capacity. The elected representative just has to click a YES button to grant the citizenship request.

Can I be refused citizenship?
There is no way for a congress member/TD to cancel your request. However if nobody clicks YES to grant you citizenship within 5 days your request will then be automatically deleted. This may occur either because the congressmen/TD's dissaprove of giving you citizenship or because the limit for new citizenships has been reached for that month.

What happens if I'm refused a change of citizenship?
You retain whatever citizenship you already had. It seems you may make another request for citizenship the moment your request is deleted.

The admins message says "After five days you may post another citizenship request." I'm taking this to be from the last request for citizenship made and not 5 days after your last request has been automatically deleted.

Is there any limit to those looking to gain citizenship per month?
A limit of 10% of the population per month exists. eIreland's population is currently 1054 therefore the maximum number of citzenship requests that could be granted would be 105. However one congressman/TD is not capable of approving all these requests. The available approvals are spread evenly between them.

In eIreland we have 40 congressmen/TD's so each one would be able to approve approx 3 requests. It is not known whether these new citizen approval limits attach to each member in their personal capacity. I'm guessing they do so that if an elected representative resigns his seat the total number of new citizenships capable of being approved that month falls.

What affect does citizenship have?
From whats been released it solely impacts on voting. You will get to vote in Country Presidential elections and Congressional elections of the nation you're a citizen of no matter where you are in the eWorld. If you leave the country you are a citizen of you will vote in elections as if you were in the region you "departed" from. From anywhere in the eWorld you will be voting for the congressional candidates of your "departed" region in the country of your citizenship.

The admin article is unfortunately silent on whether you'll be able vote on Party President elections while abroad or whether you'll remain a member of the party when you leave the country.

Basically you should use a moving ticket in the region you want to vote in if you plan on travelling abroad! If moving to gain new citizenship with the intention of leaving that country after gaining it you should move to the region whos congress elections you wish to vote in.

Does this prevent Political Take-overs?
Nope, just makes them a little harder to co-ordinate. It is more important now than ever that we vote citizens we can trust into the Dáil/Congress. These elected representatives will have the power to grant new citizenship. With new power comes new possibilities for corruption. Thankfully it would take a number of corrupt or treacherous TDs/Congressmen to endanger our political system in the space of a month. The problem lies with identifying bona fide and authentic immigrants looking to share in eIrelands glory and discardingthe spies and potential PTO agents.

I believe in only allowing approval of citizenship requests without the option of elected representatives to cancel them, the admins have challenged those same representatives to communicate quickly with each other and form a common platform. By allowing TDs to approve requests in their individual capacity it means that a PTO can gather steam slowly but surely over time.... possibly without making themselves known in the open untill such time as so many agents been made citizens that a takeover is inevitable.

What happens if a PTO does occur?
Provided the agents have a majority in the Dáil they will be able to source more new citizens to act for their cause than the patriotic elected TDs. As the population increases (through approving new citizenships) so does the number of new citizenships each TD can approve. If the PTOers outnumber the true eIrish then it seems nothing can be done but to find and issue citizenship to those loyal to eIreland while challenging the PTOers for control of the majority of new citizenship approvals. The PTO can only be stopped when the organisers run out of citizens willing to be granted eIrish citizenship and follow their orders or new citizens joining eRepublik for the 1st time help combat the PTO. Unfortunately we would need to wait for them to reach level 6 before they could help.

An important factor will be whether the 10% limit on new citizens is fixed to the number in existence on the day of the Congress/Dáil elections. I hope it is since that would mean newcommers to the game arriving in the first 2 weeks of a PTOed congress could have enough time to level up and vote at the next Dáil elections without adding to the numbers of new citizenships the PTOers could hand out in the month the arrived.
