BOLIVIAN ALTIPLANO, Bolivia-- The Congress of the Nation of Bolivia is undertaking the work of setting the fundamental rules by which future laws of Bolivia will be created. A commission is being created to deceide just how new laws can be created and by whom. The commission will be comprised of two Presidential appointees, which have yet to be named and one person chosen by each political party to allow every point of view to have a say in Bolivias future. The representative for UB will be Clairobscur, for POR it will be Pavka and for PLB it will be myself. As of press time there has been no choice from PBD but one is expected soon.
Once the commission has made its decisions then new laws can be created which will help Bolivia grow. Since Bolivia is such a new nation we don't have the rules and regulations that other nations have developed that keep things running smoothly and efficiently for them. Other nations are able to work quickly and keep emergencys under controll because everyone knows what to do and everyone while not all agreeing know that when a law is voted on that they will agree to it. Bolivia has been the target of a PTO in the past. It suceeded in part because there was no formal structure for congress to follow. It was not the fault of the loyal Bolivians who were unable to stop the PTO because Bolivia was too new at the time. There was no time for loyal Bolivians to create laws that may not have stopped the PTO then but may be some help to stop future attempts.



Bolivia also needs some future additions to help in organization. We need a President of the Congress. Someone who will be the presiding officer who will set the times for debates and how long they last. To call for votes after the debates and report the results to the required Ministry or office that the vote pertained to. This person will also call a roll of each new congress to see which congress members are actually going to participate in Bolivias future or who are just in it for the gold. The title of the office does not have to be President of the Congress, that can be chosen later. The name does not matter, having the officer does.

Bolivia should also have some sort of civil service or sub ministers or whatever you want to call them. For a minister to have to contact every member of the military or check on the welfare of new citizens it takes time. If a minister had help in this work it would save time and allow more work to get done. It would also help with the language barrier. While most of us can get by using another language, not all Bolivians can. Even with people who are ok with language there are problems that arrise. We have all seen it. Yes we can post messages in official papers or on the forum and that does work for the most part, but there are times when the word has to be gotten out and only through personal contact can it be affective.

One of the biggest issues that Bolivia faces is its' small population. Our population has been growing but it is still pretty small. Not only do we have a small overall population but we have a very small active population. I have written about the last Congressional election results in a previous article and how very few of the elected congress members are registered on the forums. Even some of the Bolivian citizens who have been here from the begining, citizens who should be respected members of society and leaders, are hardly ever heard from. I will not tell anyone how to play the game but if you are going to play I can not see any reason to not try to play to the fullest. I would like to remind every Bolivian and prospective Bolivian to register on the forums. We have two you know.

People say it is confusing but other nations have multiple forums, national and party. If it is not to confusing for them it should not be for us.

BOLIVIA Altiplano, Bolivia - El Congreso de la Nación de Bolivia está llevando a cabo la labor de establecimiento de las normas fundamentales por las que las leyes futuro de Bolivia será creado. Una comisión se crea para deceide leyes justas cómo se pueden crear nuevos y por quién. La comisión estará compuesta por dos nombradas por el Presidente, que aún no se han nombrado, y una persona elegida por cada partido político para que todos los puntos de vista para tener una opinión en el futuro de Bolivia. El representante de la UB se Clairobscur, por POR será Pavka y PLB, será a mí mismo. Hasta el cierre de esta edición no ha habido elección de PBD pero se espera en breve.
Una vez que la Comisión ha hecho su parte, las decisiones legales se pueden crear nuevos, que ayudará a Bolivia a crecer. Desde que Bolivia es una nación nueva que no tenemos las reglas y regulaciones que otras naciones que han desarrollado las cosas sigan funcionando sin problemas y eficaz para ellos. Otras naciones son capaces de trabajar con rapidez y mantener bajo control emergencys porque todo el mundo sabe qué hacer y todo el mundo, mientras que no todos saben aceptar que cuando una ley es votada en que se pondrán de acuerdo a ella. Bolivia ha sido el blanco de una toma de fuerza en el pasado. Tuvo éxito en parte porque no existía una estructura formal para el Congreso a seguir. No fue culpa de los bolivianos leales que fueron incapaces de detener la toma de fuerza, porque Bolivia era demasiado nuevo en el momento. No hubo tiempo para los bolivianos leales a crear leyes que no pueden haber dejado la toma de fuerza, pero entonces puede ser de alguna ayuda para detener los intentos futuros.



Bolivia también necesita algunas adiciones futuro para ayudar en la organización. Necesitamos un Presidente del Congreso. Alguien que será el presidente quien establecerá los tiempos para los debates y cuánto tiempo duran. Para llamar a los votos después de los debates y el informe de los resultados al Ministerio requerida o de oficina que se refería a la votación. Esta persona también llamará a un rollo de cada nuevo Congreso para ver cuáles son realmente los miembros del Congreso van a participar en el futuro de Bolivia o que apenas están en él por el oro. El título de la oficina no tiene que ser presidente del Congreso, que se puede elegir más tarde. El nombre no importa, que el oficial no.

Bolivia también debe tener algún tipo de servicio civil o los ministros de sub o lo que quieras llamarlos. Para un ministro que tenga en contacto con todos los miembros de las fuerzas armadas o de verificación en el bienestar de los ciudadanos de nuevo toma tiempo. Si un ministro había ayuda en este trabajo permitiría ganar tiempo y permitir que más trabajo que hacer. También ayudaría a la barrera del idioma. Si bien la mayoría de nosotros puede conseguir mediante el uso de otro idioma, no todos los bolivianos puede. Incluso con las personas que están bien con el idioma hay problemas que arrise. Todos hemos visto. Sí, podemos enviar mensajes en los documentos oficiales o en el foro y que funciona para la mayor parte, pero hay veces que la palabra tiene que ser bajado y sólo a través de contacto personal puede ser afectiva.

Uno de los mayores problemas que enfrenta Bolivia es su 'pequeña población. Nuestra población ha estado creciendo pero aún es muy pequeño. No sólo tenemos una pequeña población en general, pero tenemos una población activa muy pequeña. He escrito sobre los últimos resultados de las elecciones del Congreso en un artículo anterior, y cómo muy pocos de los congresistas elegidos son registrados en los foros. Incluso algunos de los ciudadanos bolivianos que han estado aquí desde el principio, los ciudadanos que deben ser respetados miembros de la sociedad y los dirigentes, casi nunca se escuchó de. No voy a decirle a nadie cómo jugar el juego, pero si vas a jugar no veo ninguna razón para no intentar jugar al máximo. Me gustaría recordar a todos los bolivianos y bolivianas posibles para registrarse en los foros. Tenemos dos sabes.

La gente dice que es confusa, pero otras naciones tienen múltiples foros, nacionales y de partido. Si no es confuso para ellos no debe ser para nosotros.
