if the dictator is for the population and with the respect for it, if the dictator is not superior (because he is a gamer like others then you have no troubles in the country. All is based on diplomacy, not all are expert on that part.
The communication is the key, it's not a person who said you must make that, you must follow.
A good president or dictator must listen the voice of the population, he win a lot of things and the first most important : the respect.
