שלום אזרחי אי-ישראל,

שמי ריקולס ואני רץ לנשיאות.

במידה ואתם לא מכירים אותי, יש לי היסטוריה עשירה בתפקידי קבינט שונים. היייתי שר האוצר שלוש פעמים, סגן נשיא פעמיים, שר החוץ פעם אחת, שר הביטחון פעם אחת וכמובן נשיא המדינה באוקטובר 2012.

בימים המשמעותיים האלה, בהם יש לנו הרבה אזרחים חדשים, אתגרי כנסת חדשים-ישנים, ומצב גיאופוליטי עדין, אנחנו צריכים נשיא חזק שיכול לנהל גם את יחסי הפנים וגם את יחסי החוץ במידה טובה. בכהונתי האחרונה הוכחתי שיש לי את הכישורים בשני התחומים הללו ואני בהחלט מתכוון ליישם את הידע שלי גם החודש

דמוקרטיה

כקהילה, יש לנו הזדמנות לעשות שינוי גדול החודש. אחרי ארבעה חודשים ללא כנסת שנראו כמו נצח, יש לנו סוף סוף הזדמנות להפוך את הקונגרס שלנו לגורם משפיע במדינה. אנחנו צריכים ללמד את החדשים איך חבר כנסת טוב מתנהג, וכמובן להיות פעילים ולהישאר מעודכנים בנוגע למה שמתרחש במדינה.
דבר נוסף החשוב במידה שווה הוא להפוך את הכנסת לגוף משפיע יותר במדינה. לא עוד כנסת של “אומרי כן” שרק מקבלת הוראות מהממשלה מה להצביע ומתי. אני רוצה לראות כנסת שדנה בכל חוק לפני שהוא מוצע, שדנה בעניינים חשובים עם הממשלה (למרות שיש נושאים בעלי מידע מסווג ואי אפשר לדון בהם בצורה הראויה), כנסת עם פגישות שבועיות ופורום.



אוצר

משרד האוצר יעבוד בחודש הקרוב כדי להבטיח שימוש נכון במשאבים שלנו.
אנו מדינה קטנה, עם הכנסה קטנה ולא יציבה של בין קצת פחות מאלפיים שקלים ביום לאפילו 200 ביום רע, ביום רגיל אנחנו מרוויחים בערך ארבע מאות שקלים. משום שלמדינה יש הכנסה נמוכה אני מאמין שאנחנו יכולים לקצץ במסים באופן יעיל, בלי פגיעה משמעותית ברווח המסים הזניח יחסית שלנו (אנחנו מרוויחים בערך 12,000 שקלים בחודש, כמה שעולה ברית וחמישית). למרות זאת, בימים האחרונים היינו עדים לעליה ברווח של המדינה ממיסים. יכול להיות שזו עליה זמנית בגלל המשימות, אבל יכול להיות שזו עליה תמידית שנוצרה בעזרת כל החדשים שהצטרפו אלינו. זו הסיבה שאנחנו צריכים “להישאר ערניים” ולראות מה יהיה השינוי ברווח שלנו ממיסים כאשר המשימות יגמרו.
עוד עניין משמעותי ביותר לדעתי הוא דוחות כלכליים שקופים, בשלושת החודשים האחרונים לא ראינו דוחות כלכלים מהמשרד. קשה לי להדגיש מספיק כמה חשוב זה יכול להיות, לא רק שממשלה מתפקדת חייבת להיות שקופה בפעולות שלה, אלא גם שממשלה שקופה גורמת לאזרחים להיות יותר פעילים, ויותר מודעים ומעורבים
במתרחש במדינה.



פנים

כפי שציינתי בפסקת הפתיחה זהו אחד הנושאים החשובים ביותר החודש הקרוב. יש לנו הרבה חדשים שהצטרפו אלינו בזמן האחרון, ואנו מקווים לראות עוד מצטרפים אלינו בקרוב. זו היא בדיוק הסיבה בגללה אנו צריכים להקים את היסודות כדי שלכל החדשים שלנו תהיה האפשרות להנות מהמשחק כמו שאנו נהנהים ממנו.
אני מאמין שהרבה מהחדשים שלנו צריכים עזרה עם אוכל, זו הסיבה שאני הולך לפתוח מחדש את טופס האוכל הלאומי. אולם, כמו שציינתי מוקדם יותר לממשלה אין כל כך הרבה כסף. אני מאמין שהטופס יכול להיות מופעל רק מתרומות, אנחנו כקהילה צריכים לתת בשביל דור העתיד שלנו. למרות זאת אני מתחייב למלא כל בקשה בטופס האוכל מכיסי האישי במידה וכמות האספקה שהקהילה תתרום לא תספק את רעבם של החדשים.
חשוב מאוד גם לציין את העבודה הנהדרת שנעשת על ידי צוות משרד הפנים בפרויקטים כמו היס”מ, תכנית המנטורים וכו’ וכל הפרויקטים הללו ימשכו. ברצוני להתחיל לעשות פעילויות כדי ששחקנים יוכלו להנות, להעלות את רמת הפעילות ולשפר את המורל.
אנחנו גם צריכים לתת לחדשים שלנו הזדמנות להראות את יכולות הכתיבה ואיסוף הנתונים שלהם על ידי כך שניתן להם לכתוב כתבות על נושאים לבחירתם (בינלאומי, כלכלי וכו’...) עם העזרה של צוות משרד הפנים דרך העיתון של אחד הארגונים של המדינה.



ביטחון

המטרה הראשונה שלנו בחודש הקרוב תהיה להגן על ישראל מפולשים, אנחנו בהחלט לא רוצים עוד כיבוש. כדי לעשות את זה בצורה טובה יותר נצטרך לעשות כמה שינויים כדי להפוך את עצמנו למאורגנים יותר, זה יעזור לנו להגן על עצמנו טוב יותר, ובנוסף לכך יעזור לנו בתקיפה ובעזרה יעילה יותר לבעלי הברית שלנו. כדי להיות אפילו בטוחים שלא נכבש מחדש נפעל בצורה אסטרטגית זהירה ומחושבת, ונשאר מודעים כל הזמן לסכנות אפשריות.
כדי לשפר את הארגון שלנו אנו צריכים לפתוח פורום בו הממשלה תפרסם את הפקודות לכל היחידות הצבאיות, הפורום גם ישמש לתקשורת בתוך היחידה לרווחת החיילים.
כמו כן,אנו צריכים לחתור לכיוון הגדלת הבונוסים שלנו, המלחמות יביאו כיף ופעילות לקהילה שלנו, והבונוסים עצמם יחזקו את הכלכלה שלנו.
בנוסף לכך עכשיו כאשר עדן כבר לא קיימת חשוב יותר מאי פעם שנעזור לבעלות הברית שלנו ככל יכולתינו, כדי לחזק את החברות שלנו איתן.



חוץ

ישנם הרבה אתגרים בבמה העולמית כרגע, וכמו שציינתי קודם המצב הגיאופוליטי בעולם רגיש מאוד כרגע, בריתות משתנות ונוצרות ואנו נמצאים בזמן שחשוב לכל מדינה באי-עולם כמו גם לישראל. מאז הסוף של עדן לפני חודש, ישראל לא מצאה לעצמה ברית מתאימה שתהיה ביתנו החדש. מעבר לארבעת הבריתות שנחתמו ממש עכשיו, הממשלה כמעט ולא עשתה שום דבר בנוגע לנושא הכל כך חשוב הזה והפכה עשיית כלום לטקטיקה תחת דגל ה”נטרליות”. אני מאמין בכל ליבי שאני והצוות שלי לחודש הקרוב יכולים לנהל את הנושא הזה על הצד הטוב ביותר, כדי להביא את ישראל לבית חדש וטוב.
המשרד ימשיך עם תכנית השגרירים, שיכולה להיות חשובה ליחסים שלנו עם מדינות מסוימות. התכנית גם מלמדת את השגרירים כמה דברים בסיסיים ברמה הבינלאומית שיכולים להיות התחלה מצוין לחדשים שלנו.



לסיכום: יש לי ראייה ברורה של איך המדינה צריכה לפעול בחודש הקרוב, אבל רק בעזרתכם אוכל לבצע את כל התכניות שלי כדי להפוך את ישראל למקום טוב יותר. כבר הוכחתי בעבר שאני מסוגל להיות נשיא מצוין, ואם תתנו לי את המנדט אוכל לעשות זאת שוב!




My name is Rickolas and I’m running for CP.

In case you don’t know me, I have a history rich with cabinet positions and full of experience.
I was the Minister of Finance three times, the Vice President two times, the Minister of Foreign Affairs once, one time Minister of Defence and of course President of eIsrael in October 2012.

In these crucial days, in which we have lots of new guys, new-old congress challenges, and a delicate geopolitical situation, we need a strong president that can manage both interior and foreign affairs well. In my last term I have proven that I have the skills to be successful in both of these areas, and I certainly intend to implement my acquired knowledge this month as well.

Democracy

We as a community have a great opportunity to make a big change this month. After four months without congress, which seemed like an eternity ,we now have the chance to make the congress a deciding factor in our state. We need to teach our new guys how a good congress member acts, and of course to be active and stay informed of what’s going on in the country.
Another thing which is equally important is to get the congress to be a more influential part of our state, no more a “Yes man congress” which is just told by the government when to vote and what. I want to see a congress which discusses every law before it’s proposed, which discusses important issues with the government (though there are some issues that may have classified info attached to them, and they cannot be discussed upon properly), which has weekly
meetings and a forum.



Finance

The ministry of finance will work in the upcoming month to ensure good use of our resources.
We are a small country, with small and unstable income of somewhere a bit below two thousand to even two hundred in a bad day, in a normal day we make a about four hundred Shekels. Because of that low income I believe we can effectively cut taxes, without any major impact on already minor tax revenue (We make about 12,000 a month, that’s a MPP and a fifth). Even though, in the recent days we have witnessed a high raise in the revenue from taxes. It might be a temporal raise because of the missions, but it may be a permanent change because of all the new guys we now have. That’s why we need to “stay alert” and see how will our revenue change after the missions will end.
Another issue which is extremely important in my opinion is transparent financial reports, in past three months we haven’t seen financial reports from the ministry. I can’t stretch enough how important that may be, not only that a functioning government must be transparent in it’s actions, but a transparent government makes it’s citizens more active, and more involved and aware of the happenings in the country.



Interior

As I stated in the opening paragraph this is one of the most important issues for this month.
We have a lot of new guys that came in recent times, and we hope to see more coming, that’s why we need to set the foundation so all our new guys will have the chance to enjoy the game like we do.
I believe a lot of new guys needs help with food, that’s why I’m going to reopen the national food form. However, as I stated above the government doesn’t really have a lot of money. I believe that the form can be fully run from donations, we as a community need to give for our future generation. Never the less I promise to personally fill every application of the food form in case the community won’t donate enough supplies to fill the hunger of the new ones.
It’s also very important to state that all the great work that is being done by the Ministry of Interior in projects like the ESU (Elite Spam Unit), the Mentors program etc those projects will of course continues. I also wish to start having activities for players to have some fun, raise activity and keep the morale up.
We should also give a chance for our new guys to show their writing and data collecting skills by letting them write articles about issues of their liking (International, Economical etc...) with the help of the Ministry of Interior's team through one of our nationals org’s paper.



Defense

Our first goal this month should be to keep eIsrael safe from invaders, we certainly don’t want another occupation. To do that better that we would need to make some changes to make ourselves more organised, that will help us in defending ourselves better, as well as to attack or help our allies more efficiently. We would also need to act very carefully strategically wise, and always be wary of possible threats.
To make our organisation better we should open a forum in which the government will post orders to all military units, the forum will be used for communication inside the military units as well for the welfare of the soldiers.
We should strive towards the enlargement of our bonuses, the wars will bring fun and activity to our community, and the bonuses will strengthen our economy.
Additionally Now that EDEN doesn’t exist it’s also extremely important that we help our allies as much as we can, to strengthen our friendship with them.



Foreign Affairs

There are a lot of challenges in the global stage right now, as I stated above the geopolitical situation in the world is very delicate at the moment, alliances shift and forge and this is certainly a very important time for every country in the eWorld as well as to eIsrael.
Since the end of EDEN a month ago, eIsrael hadn’t found a suitable alliance to be our new home. Besides the four MPPs that were signed just now, the government almost haven’t acted on this important issue and has made doing nothing a tactic under the name of “neutrality”. I truly believe me and my team for the upcoming month can handle this issue in the best possible manner, to bring eIsrael to a new good home.
The ministry will keep going with the ambassador program, which can be important to our relations with some countries. It also teaches the ambassadors some basics of the international level which are a great start for our new guys.



To Summarize: I have a clear vision of how the country you act in the upcoming month, but only with your help I will be able to carry out my plans to make Israel a better place. I have already proven that I can be an excellent president, and if you give me the mandate I will be able to do so again!
