LINEAMIENTOS DE LA POLÍTICA EXTERIOR CHILENA.

Es necesario que la ciudadanía comprenda el marco de acción de nuestra política exterior y pueda de esa forma fiscalizar si las decisiones tomadas son correctas o no, además de esta forma hacemos participe a toda la comunidad de esto que debiese ser un trabajo en equipo.


La publicación de este texto, esperamos sirva también para clarificar ante la opinión pública mundial y especialmente frente a nuestros aliados, la forma correcta y transparente con que eChile trabaja. No hay secretos, no hay estratagemas, solo el deseo de una nación de construir un nuevo mundo diferente, aprovechando las oportunidades que se han abierto.



REGLA 1: SUDAMÉRICA PRIMERO

Es el sentir mayoritario del pueblo de eChile, que nuestro Estado trabaje en la consecución de una alianza sudamericana, que nuestros pueblos por primera vez en su historia vean prevalecer sus intereses y derechos por sobre los de las potencias europeas. América primero tiene 2 aspectos:

1.- TERMINAR CON LA ANULACIÓN MUTUA: Al estar la antigua ROLA siempre enemistada con CUA, lo que se producía es que los sudamericanos nos anulábamos unos a otros. Es en este sentido, que las potencias europeas aprovechan esta división para equilibrar el daño nocturno en sus batallas. Esta situación obliga a los países sudamericanos a vivir en la incertidumbre y depender de quién logre reunir más daño e imponerse en Europa, independiente de las capacidades que cada una de nuestras naciones tenga. La anulación recíproca, constituye entonces una anulación de nuestros objetivos nacionales y la enajenación de nuestra soberanía.

2.- LA CONSTRUCCIÓN MUNDIAL SIN PROTAGONISMO SUDAMERICANO: Las alianzas a lo largo de la historia se han construído desde Europa, los países sudamericanos terminamos firmando verdaderos contratos de adhesión, como con la compañía de electricidad, agua o gas. No somos parte de las negociaciones, simplemente terminamos sumándonos al bando en que no esté la otra mitad del subcontinente. Si seguimos de esta forma, el resultado será el mismo de siempre, nuestros intereses y los de nuestros aliados pasarán a segundo plano. No existe ninguna posibilidad de que nuestros aliados y amigos de balcanes logren convivir si es que las alianzas se construyen desde europa, y por lo tanto, los países sudamericanos nos veremos empujados una vez más a enfrentarnos entre nosotros, esta vez, con el objeto de honrar las amistades históricas que tenemos con ellos.


Pensamos que en la medida que Sudamérica negocie como bloque, existe un incentivo muchísimo mayor para que las naciones balcánicas enfrentadas puedan acercarse, al menos desde acá, no se impondrán vetos y se buscarán entendimientos. En Europa en cambio, ambos bloques procurarán alimentar los enfrentamientos de la vida real, para de esa manera quedarse con unos u otros.



REGLA 2: NO ACEPTAMOS VETOS.

eChile, como nación soberana que es, no acepta ningún tipo de veto en contra de países que consideramos amigos y hermanos. Como nación hemos construído lazos históricos que no estamos dispuestos a perder por imposiciones foráneas. Para ser más claros, no aceptamos y no negociaremos con nadie que pretenda separar a Chile de sus más cercanos aliados (léase Bulgaria, Macedonia y Paraguay).

Así como no aceptamos vetos de ningún tipo, nosotros tampoco los impondremos. Estamos dispuestos a sentarnos a conversar con todo aquel que respete este punto, que respete nuestra soberanía y el derecho a tomar nuestras propias decisiones. Vemos como actos de mala fe, insinuaciones a que se negocie solamente con Chile, porque como lo hemos dicho, no somos la guardia de la noche de nadie y no aceptaremos que nos dividan.



REGLA 3: ARTICULAMOS Y NEGOCIAMOS CON TODOS QUIENES ACEPTEN LAS REGLAS 2 Y 3.

Mantendremos los canales abiertos y nos sentaremos a la mesa de negociación, con todos aquellos que respeten las dos reglas anteriores. Estamos dispuestos a articular pactos y alianzas en función de lo que hemos declarado, y nos ofrecemos como garantes y mediadores para solucionar toda pugna que se pueda originar entre aliados de las naciones sudamericanas.

Entendemos perfectamente que el resto de naciones sudamericanas tienen aliados que en la actualidad viven conflictos con Bulgaria y Macedonia, y declaramos que estamos dispuestos a llevar a cabo todas las negociaciones que sean necesarias y ofrecemos nuestros buenos oficios en aras de superar las diferencias.

En este punto, hemos confluido el día de hoy con Polonia, razón por la cual nuestro congreso nacional aprobará el MPP propuesto. Asimismo entendemos que en caso de que Polonia cambie su política, o sus aliados le impongan dicho cambio, deberemos reformular este MPP.

Asimismo, invitamos a las naciones sudamericanas a articular una alianza desde nuestro continente, mecanismo que consideremos con mayores posibilidades de éxito, que una articulación desde europa, donde se alimenta la división por razones históricas o e-históricas y que terminan arrastrando a sudamerica.




ACTUALIDAD

Creemos que al firmar con Argentina, hemos dado el primer paso, en función de construir un frente común sudamericano, que es la primera regla de nuestra política exterior. Entendemos que esto ha provocado molestia en Brasil, pero queremos aclarar 2 cosas.

1.- Chile lleva mucho tiempo ofreciendo sus buenos oficios con el objeto de negociar un tratado de paz entre Brasil y Argentina, lo cual ha sido desechado por Brasil.

La regla que se ha auto-impuesto la política exterior brasileña, es la de que Argentina debe llegar a proponerles algo, premisa que para nosotros es caprichosa y que por tanto no consideramos legítima.

2.- Brasil no renovó su MPP con Chile, razón por la cual, no entendemos que se pretenda hoy alegar alguna especie de traición. Además, siendo consecuentes con la regla básica número 2, no aceptamos vetos de ningún tipo.

3.- Brasil pega por Perú. Nos parece que están en su legítimo derecho de pegar por quien se les de la gana, incluídos sus funcionarios de gobierno, pero no se puede hacer eso por un lado, y por el otro cobrar sentimientos.

Conminamos entonces a Brasil a sentarse a la mesa de negociación con Argentina, y ofrecemos una vez más nuestra mediación para tal efecto.


PERÚ: El próximo lunes 27 de Enero, la Corte Internacional de La Haya emitirá su fallo sobre el diferendo marítimo entre Chile y Perú. En esa oportunidad se decidirá cuál es el límite marítimo entre ambas naciones, ocasión que tanto nuestro gobierno, como el peruano, esperamos sirva de plataforma para llevar a cabo un importante babyboom. Es por este motivo, que no resulta conveniente para ninguno de los 2, que finalicemos con el conflicto que desde hace poco tiempo comenzamos.




PROPUESTA:

Invitamos a las naciones sudamericanas a sentarse a la mesa de negociación para acordar los siguientes puntos:

1.- Declaración conjunta sobre el deseo de concretar una alianza subcontinental.

2.- Promover la firma de MPPs entre todos los interesados.

3.- Consensuar una propuesta común para ser presentada ante los aliados balcánicos de todos.

4.- Diferir, por el momento, la entrada de cualquiera de nosotros a cualquier alianza, mientras no se lleve a cabo el punto 3.



Queremos dejar algo en claro, firmar con Polonia no implica firmar con España o con otro país que ya tenga decidido el camino a tomar en término de alianzas. Firmaremos con países que nos permitan desarrollarnos en diferentes áreas, dando a entender que los MPPs tienen múltiples usos, que no necesariamente implican alianzas ni compromisos mayores.

Frente a lo anteriormente expuesto, es que resulta importante volver a repetir, que no dejaremos a nuestros aliados. No cambiaremos a nuestros hermamos de Bulgaria, Macedonia y Paraguay por potencias que pretendan solo entregarnos o requerirnos daño vacío. Queremos expresamente rechazar el paradigma que lleva a pensar que, al firmar un MPP nos comprometemos a entrar en la alianza A,B o C, porque como hemos dicho, rigen nuestro actuar las reglas generales expuestas precedentemente.

eChile no entrará en las alianzas que actualmente se barajan. Simplemente firmaremos con países que nos puedan entregar lo que andamos buscando en base al actual contexto.

Esperamos que este artículo, que aborda desde nuestros lineamientos generales, hasta la actual conyuntura, sirva para clarificar las acciones pasadas, presentes y futuras de eChile.

Por lo anteriormente explicado, invitamos a los eChilenos y aliados a tener un juego más entretenido, y a buscar formas que nos permitan volver a activar sus diferentes áreas.

ENGLISH VERSION

GUIDELINES OF THE eCHILEAN FOREIGN POLICY.

It is necessary that citizens understand that the action framework of our foreign policy and thus can monitor whether the decisions are correct or not, beside we also involved the whole community that this ought to be a team effort.

The publication of this text, we hope also serve to clarify before world public opinion and especially against our allies, proper and transparent way that eChile works. No secrets, no tricks, only the desire of a nation to build a new different world, taking advantage of the opportunities that have been opened.



RULE 1: SOUTH AMERICA FIRST

It is the majority view of the people of eChile, that our State will work towards achieving a South American alliance, which our people for the first time ever see their interests and rights prevail over those of the European powers. America first has 2 aspects:

1 - COMPLETE WITH MUTUAL CANCELLATION:

Being old ROLA always enmity with CUA, what occurred is that South American nullify each another. In this sense, the European powers will take this division to balance the damage to their nightly battles. This situation forces the South American countries to live in uncertainty and depend on who achieves gather more damage and enforced in Europe, regardless of the capabilities that each of our nations have. Mutual annulment then constitutes a cancellation of our national objectives and the alienation of our sovereignty.

2 - THE WORLD CONTRUCTION WITHOUT SOUTH AMERICAN LEADERSHIP.

Alliances throughout history have been built from Europe, South American countries ended up truly signing contracts of adhesion, such as the electric company, water or gas. We are not part of the negotiations; we ended up just adding us to the side that is not in the other half of the subcontinent. If we continue in this way, the result will be the same as always: our interests and our allies into the background. There is no possibility that our allies and friends of the Balkans achieve if partnerships are built from Europe, and therefore, the South American countries see us once again pushed to deal with us, this time, in order to honor the historic friendships we have with them.
We think that as far as eSouth America to negotiate as a block, there is a far greater incentive for the warring Balkan nations can approach, at least from here, no vetoes are imposed and understandings will be searched. In Europe, however, endeavor to supply both blocks fighting in real life, to thereby keep one or the other.




RULE 2: NO ACCEPT VETOS.

eChile, as a sovereign nation it is, does not accept any veto against countries we consider our friends and brothers. As a nation, we have built historical ties that are not willing to lose foreign impositions. To be clear, we do not accept and will not negotiate with anyone seeking separate eChile from its closest allies (such as eBulgaria, eMacedonia and eParaguay).
Just as we do not accept any kind of vetoes, we neither impose. We are willing to sit down and talk with anyone who respects this point that respects our sovereignty and the right to make our own decisions. We see acts of bad faith, which hints to negotiate only with eChile, because as we have said, are not the night guard anyone and we accept them divide us.




RULE 3: ARTICULATE AND NEGOTIATE WITH EVERYONE WHO ACCEPT THE RULES 2 AND 3 .

Keep the channels open and sit down at the negotiating table, with all those who respect the two rules above. We are willing to articulate pacts and alliances in terms of what we have stated, and we offer as guarantors and mediators to resolve any conflict that may arise between allies of the eSouth American nations.
We fully understand that other South American nations have allies who are currently living in conflict with eBulgaria and eMacedonia, and declare that we are ready to carry out all necessary negotiations and offer our good offices in order to overcome differences.

At this point, we have come together today with ePoland, which is why our national congress approve the proposed MPP. Also understand that if Poland changes its policies, or its allies impose this change, we reformulate this MPP.
We also invite South American nations to articulate an alliance from our continent, we deem mechanism most likely to succeed, a joint from Europe, where the division feeds for historical reasons or e- Historic ending South America dragging.




CURRENT

We believe that by signing with eArgentina, we have taken the first step, in order to build a South American common front, which is the first rule of our foreign policy. We understand that this has caused discomfort in Brazil, but we want to clarify 2 things.

1 - . eChile has long offered its good offices in order to negotiate a peace treaty between eBrazil and eArgentina, which has been rejected by Brazil.
The rule has been self-imposed Brazilian foreign policy, is that eArgentina must come to propose something that is whimsical premise for us and therefore we do not consider legitimate.

2 - . eBrazil did not renew their MPP with eChile, why not understand it seeks today claim some kind of betrayal. Besides being consistent with the basic rule number 2 not accept any vetoes.

3 - . eBrazil hits for ePeru. We seem to be in their legitimate right to hit by whom they please, including government officials, but you cannot do that on the one hand and on the other receivables feelings.
We call upon eBrazil then to sit at the negotiating table with eArgentina, and once again offer our mediation to that effect.

PERU: On Monday January 27, the International Court in The Hague issued its ruling on the maritime dispute between eChile and ePeru. At that time they will determine the maritime boundary between the two countries, an occasion that both our government, such as ePeru, hopefully serve as a platform to carry out a major baby boom. It is for this reason that it is not suitable for either of the 2, we end the conflict that has recently started.




PROPOSAL:

We invite the South American nations to sit at the negotiating table to agree on the following points:

1 - . Joint statement about wanting to arrange a subcontinental alliance.
2 - . Promote signing MPPs among all stakeholders.
. 3 - Agree on a common proposal to be presented to the all Balkan allies.
. 4 – Defer, for the moment, the entry of any of us any alliance, while not perform step 3.

We want to make something clear, signed with ePoland not involve signing with eSpain or another country that already has decided the way to go in terms of partnerships. We will sign with countries that allow us to develop in different areas, suggesting that MPPs have multiple uses, which do not necessarily involve partnerships or major commitments.

Faced with the above, is that it is important to repeat, we will not let our allies. We will not change our brothers of eBulgaria, Macedonia and Paraguay by powers seeking to deliver only empty or require us harm. We expressly reject the paradigm that suggests that MPP to sign a pledge to enter the alliance A, B or C , because as we said, our actions govern the general rules set out above.
eChile not enter into alliances that are currently being considered. Just sign it with countries that we can deliver what you’re looking for based on the current context.

We hope that this article, which addresses from our general guidelines, to the current conjuncture, serve to clarify the past, present and future actions of eChile .

As explained above, we invite eChileans and allies to have a more entertaining game, and find ways that allow us to re-activate their different areas.
