[eBe-CP] On eBelgium's Wars (EN/FR)

Dear citizens of eBelgium,
It is the 22nd December and that roughly marks the midterm of my office. In this statement I will focus on the latest and most important event in eBelgium at the moment and that is the Training Wars (Wipe of eBelgium) and the Eclypsia baby-boom. I will try to explain the situation from the Governments' point of view as best as I can.
First of all I want to explain a few things to the new players that joined the game with the Eclypsia baby-boom. I saw some of their questions and dilemmas (like who our allies and enemies are, what is the purpose of these wars, etc.) and I feel obliged to answer. This part may look like a MoE article, but so be it.

At the moment eBelgium is part of a Pact (The North Sea Protection Pact or NSPP) together with our closest friends and allies: eUK, eNetherlands, eGermany and eDenmark. On this LINK you can see the Treaty Agreement between the founders of this Pact and it's purpose.
eBelgium was a proSIRIUS country as well, that big alliance fell apart some time ago but we kept good relations and have many allies with the exSIRIUS countries till today, most notably with ePoland. From the big alliances at the moment our friends are the members of Aurora alliance and generally we fight against the opposing Asteria alliance.
I have to mention here also the Bilateral Treaty between eBelgium and eSwitzerland. It was signed almost two years ago, but I think that it never was cancelled so I think that it still stands. It's called The Chocolate Unification Treaty, pretty cheeky name.
eBelgium hasn't got a true enemy on it's own per se (apart from the PTOers inside the country), from the neighboring countries maybe only eFrance, but we haven't had hostilities with them for a long time. We did however get attacked via AirStrikes three times this year alone, by: eRepublic of Moldova, ePakistan and most recently eIsrael, but we managed to defend and get rid of the danger with the help of the above mentioned allies.
This is by no means a thorough and detailed explanation about this subject, but I hope that the new players will have a general perspective on where eBelgium stands at the moment.

Now, about the purpose of the wars we were having. Most of the new players are rightfully asking why our allies are engaging in a war with eBelgium. Well, in the lack of real wars (like the AirStrikes we had) sometimes the country organizes a Training War (TW) with it's neighbors so that it can raise activity in its community, provide opportunities for citizens to win some medals and gold and to generally have some fun and banter with our friends.
The wipe is something different. It has been used in eBelgium numerous times before by different Governments as a measure for protecting the country against PTO (Political Take Over) threats from inside and out. This means that the country will be wiped during the Congress elections and thus it will not have Congress. Only the Congressmen can accept requests for a citizenship in the country and since the PTO is very strong at the moment in eBelgium they will use the chance to invite and accept even more PTOers. Having said this I want to assure the new baby-boom players that this wipe was not directed at them, although they will be affected by this as the rest of us. The wipe was considered an option even before the Eclypsia baby-boom happened.
Now, a more detailed explanation on the TW/Wipe of eBelgium.
I have promised a Training War sometime in my term as can be seen in my previous article and in my campaign, so it started as a debate in Congress and it got unanimous support from the Congress members, the Congress chose to have a TW with eNetherlands. The Natural Enemy law against eNetherlands was proposed and accepted by the Congress and the war started. Before that and in the meantime, as the debate in Congress progressed and was going in favor of the TW, the wipe was organized and everything was done with constant communication with the eNetherlands Govt., our allies in the NSPP (eUK, eGermany, eDenmark) + eChile and ePoland who signed MPPs with eNetherlands prior to our attack so that we can lose those MPPs and make it easier for them to wipe us. The eUK NE and attack on eBelgium is also part of the NSPP plan, as can be seen in their MoD article a few days ago. I guess you now understand why the lack of information in the official media on this matter during the preparation of the wars, but you understand that these matters are delicate in nature and require a level of confidentiality. And, because the wipe was organized during the debate and voting for the NE law in Congress, we needed to keep it as secretive as possible so that the PTO Congressmen would proceed to vote affirmatively on the Training War as well as on the Natural Enemy law.
The wipe is going to last only util Congress elections have passed and after that our regions will be released. I wish to thank our friends and allies that have supported this idea and helped us realize it so far, I hope it will be successful.
These wars we were having were in fact designed so that we can use them both as a Training Wars and as a wipe. As you could have seen, The Ministry of Defense invited all eBelgian citizens to freely fight for eBelgium side, to be able to collect True Patriot and other medals and obtain some gold from it.

Ce 22 décembre marque globalement la moitié de mon mandat. Dans cet état des lieux, je me concentrerais sur les derniers événements majeurs d'eBelgique qui sont la Training Wars (suppression de l'eBelgique) et le Babyboom Eclypsia. Je tenterais d'expliquer la situation depuis le point de vue gouvernemental, du mieux que je peux.
Tout d'abord, j'aimerais expliquer quelques éléments au nouveaux joueurs ayant rejoint le jeu via le Babyboom Eclypsia. Plusieurs de leurs questions et de leurs dilèmes sont apparus (tels que nos ennemis, nos alliés, l'objectif de cette guerre, etc.) et me suis senti obligé d'y répondre. Cette partie ressemblera donc à un article d'un MoE, mais qu'importe.

A cet instant, l'eBelgique fait partie du Pacte (The North Sea Protection Pact ou NSPP) réunissant les plus proches alliés que sont l'eUK, l'eHollande, l'eAllemagne et l'eDannemark. Vous trouverez toutes les informations de ce pact à ce LIEN, quels en sont les fondateurs et les enjeux.
L'eBelgique a été proSIRIUS, une grande alliance qui s'est effondrée aujourd'hui et qui comptait notamment l'ePologne. De cette chute est née l'Alliance Aurora, c'est pourquoi nous nous battons généralement contre l'Alliance Asteria.
Je dois également mentionner le Traité Bilatéral entre l'eBelgique et l'eSuisse, signé il y a deux ans et qui n'a toujours pas été annulé. Il est appelé "Traité d'Unification du Chocolat", un très chouette nom.
L'eBelgique n'a pas de véritable ennemis (mis à part les PTOer à l'intérieur du pays). La seule hostilité du voisinage pourrait venir de l'eFrance bien que les dernières hostilités datent. Nous avons cependant été attaqué trois fois par AirStrikes cette année par : eMoldova, ePakistan et tout récemment eIsrael. Toutefois nous sommes parvenus à passer outre le danger avec l'aide de nos alliés mentionnés ci-dessus.
Ce n'est nullement une explication approfondie et détaillée du sujet, mais j''espère que les nouveaux joueurs auront un point de vue général de ce qu'il se passe en eBelgique, maintenant.

Enfin, au sujet de la guerre que nous avons actuellement. Les joueurs ont raisons de se demander pourquoi nos alliés ont pris le contrôle et font la guerre en eBelgique. Et bien, en l'absence de véritables guerres, nous organisons des Training War (TW - Guerres d'entrainement) avec nos voisins, de la sorte nous pouvont augmenter l'acitivé de la communauté et donenr l'opportunité aux citoyens de gagner des médailles et de l'or. C'est donc généralement une partie de plaisir avec nos amis.
La suppression du pays est une chose différente. Cela a dû être effectué plusieurs fois en eBelgique et ce par différents gouvernements afin de se proteger contre les menaces de PTO (Political Take Over - prise de pouvoir politique) venue de l'intérieur et de l'extérieur. Cela signifie que le pays sera temporairement supprimé, le temps que les élections du congrès passent ce qui empêchera toutes nouvelles élections. Il faut savoir que seuls les membres du congrès peuvent accepter la citoyenneté dans le pays, et vu que la force des PTO est très importante en ce moment en eBelgique, ils utiliseront cette opportunité pour inviter et accepter autant de nouveaux citoyens que possible en vue de renverser le gouvernement politiquement parlant. Maintenant que c'est dit, je veux vous rassurer que le Babyboom et cette action ne sont absolument pas liée, cependant vous serez affectés par la situation autant que nous. Cette suppression radicale a été une option considérée bien avant l'arrivée du Babyboom Eclypsia.

J'ai promis une Training War durant mon mandat comme il peut être observé dans mon précédent article et dans ma campable, du coup le débat a eu lieu dans le Congrès et les membres ont unanimement choisi de faire une TW avec l'eHollande. La loi de "Natural Enemy" a été proposée et acceptée, déclenchant la guerre. Avant cela et durant le débat sur le TW, le wipe s'est organisé et a été effectué en constante communication avec nos alliés du NSPP ainsi que du eChili et de l'ePologne qui ont signé un MPP avec l'eHollande afin de garantir le succès de notre objectif : le wipe. L'eUK NE et a également attaqué l'eBelgique, comme prévu dans le plan ainsi que l'indique l'article de leur MoD quelques jours plus tôt. Je suppose que vous comprenez pourquoi peu d'informations ont filtré dans les média sur ces événements durant la préparation de ceux-ci. Les conditions étant particulièrement délicates, la confidentialité était requise. Puisque ce wipe a été organisé durant le débat du congrès pour le NE contre l'eHollande, le secret devait être impératif afin que les membres du Congrès désirant nous PTO ne puissent aller à l'encontre de cette loi.
Le wipe s'achèvera après la date des élections du congrès, après cela nos régions seront rendues. J'aimerais remercier nos amis et nos alliés qui ont aidé à réaliser ce plan, je l'espère plein de succès.
La guerre que nous avons a été en fait prévue de sorte à ce que nous puissions autant l'utiliser comme une TW et un Wipe. Comme vous avez pu le voir, le Ministre de la Défense a invité tous les citoyens eBelgique de se battre en patriote afin d'obtenir les médailles et les gold qui en découlent.
