[DoE] Emergency Planning Notice & The Citizen's Handbook

Greetings, Citizens!
The Department of Education has exciting news to share with you all about our future projects! However, before we can do so we have been asked to release an emergency planning notice: War is Coming.
It is time to stockpile supplies. Weapons, food, houses if you can afford them, and especially premium goods like energy bars. Do not underestimate the importance of morale either. Support your friends, check in with them on a regular basis. Don't forget to pack some board games in your bug-out bags and bunkers. Keep an eye on official government sources for further information as the situation develops.
The DoE has been authorized by the President to collect, organize, and release a consolidation of vital information known as "The Citizen's Handbook". We have decided that this project would be the most useful if on the very front of the handbook, we condensed vital gameplay information for consumption. The following document will grow, change, and eventually become a repository of guides easier to navigate than the current newspaper system that currently indexes DoE products. It is intended to be passed on to future cabinets should they find the project amenable. Correction to item 1
Buy one house of each quality that costs less than a week’s wages, and use the overtime points to generate a profit
It needs to take into account residency bonus & cost - My residence is a town (population less than 50) & get 20% duration bonus & 1% activation cost - so house last 8.4 days (so an additional day at the cost of 1% of house cost)
A town is the best you can do as far as house bonus if population is between 50 & 99 then pay 2% and get only 10% duration bonus
Correction to item 2
Upgrade your training grounds. Set aside gold for this purpose and wait for sales. If you have all the upgrades, buy the training contract.
If new
only upgrade the free training center (some would argue the 2nd one should be upgraded as well but will be a long long long time for a return on investment prior to level 200 when you get free training)
Instead focus on air combat - you will become much more relevant much quicker in air combat
And only upgrade training grounds when upgrades are discounted (usually once a month)

Residency: Where should I live?
Move to Virginia or Kentucky. Virginia has bonuses for food production, Kentucky has bonuses for weapon production. These will be well-defended and good to eventually produce goods in.

Yes have your factories in Virginia or Kentucky but consider having residency nearby in a Town
Compare the moving cost to do your daily WAM to the Housing duration bonus & lower activation tax
For Virginia 10% duration bonus & 2% activation tax
For Kentucky 5% duration bonus & 3% activation tax
For some numbers assume 10K cost for Q1 house
For some numbers assume 10K cost for Q1 house & 2K salary for your job Activation Cost Duration ---- Cost Per Day of house
