[CP] Update on Andes

Greetings to the eCitizens of Ireland

I know you are all aware by now of the decision of the Andes to decline our membership request. I am taking full responsibility for this so if any blame is to be found, it should be placed on me. I asked King Trito Fisher to proceed with this and it was my decision to present you with the referendum vote.

I felt that if Andes knew the outcome of the referendum, it might give more weight in our favor for their decision.

I want to especially commend moomoohead for all his work in this initiative. It was moo’s work in translating a letter I sent each Andes CP to Spanish that I feel really showed each country how deeply we wanted to join them. Moo has been an invaluable member of my cabinet this month and I am proud of all his work.

I do not believe that this decision was easy for the members of Andes as it took many days for them to come to their final decision. I believe that what might have been the deciding factor was the agreement for the training war with Peru. However, I believe today, as I did when they asked me about the TW, that Ireland having a congress was a priority that could not be abandoned.

Thank you to all Andes countries for your consideration. But, I want to thank the following people for their warmth, their support, and their championing of Ireland in this cause. Do not believe that because they said no to our membership that they do not have our best interests at heart. Our friendships will live beyond this decision!
