Canadian Scandal?

Earlier today an article blew up in the Canadian media about a 'secret' offer apparently made by the eUSA president to the president of eCanada. Quoted from Rylde, the president of eCanada, the terms of the agreement below.
USA's Terms to Canada
1. No public agreement. No media.
2. Allow the wipe. No sanctioned RWs.
3. No congress on the next election.
4. After the wipe, publicly "come to the revelation" that Serbia is not such a good friend, and a mistake was made. Article required.
5. Leave Asteria/LETO alliance.
6. Drop all Asteria/LETO MPPs.
7. Rylde article expressing remorse, promising future cooperation, and acknowledging the eUS's moral high-ground in this war.
8. April 20th, POTUS accepts Canada's act of contrition, and allows 1 region to be RW'd.
9. April 30th, POTUS announces Treaty of Canadian Fealty. eUS will release all Canadian regions, except (whatever 3 we need for bonuses). The regions will be held without payment for a period of 3 months, after which the eUS will pay a rent equal to the tax income from that region, indefinitely. Determination reset coordination plans will also be included in this treaty.
10. Don't ask for an MPP until August.
As of present I have not seen any mention of this in the eUSA media, not from any curious citizen, nor our president himself. I have seen talk of it among our citizens within the eCanada media however. Some are saying that this plan was genius, while others have been saying that they are ashamed of our current leadership.
Being that the whole list of terms are so in-depth that is is unlikely that USA's Terms to Canada were simply 100% fabricated by Rylde, the eCanada president. So if this 'secret' plan is in fact true, would the population of eUSA approve? Would they disapprove?
Should Gnilraps post some sort of formal response to the buzz that is being created by the exposure of this plan? Is this plan an issue that we as eAmericans should even care about? Please leave a comment with your thoughts below.

I have no love for eCanada...but even I find those terms harsh and unacceptable.That's no way to negotiate.

Obviously, Canada is not negotiating in good faith. Releasing the opening offer to the press is great way to be certain a deal is never reached.
wow I get to disagree with you in multiple articles. This offer is in good faith? Really? It was meant as an offer to say "You are our dog, enjoy as we whip you". Something wasn't done in good faith but it wasn't the publishing of it. The publishing of the offer was just showing our enemies for what they are.

Lol, eUSA will still occupy eCanada, and there's totally no point for them eCans to sign this "treaty", its idiotic. Who would agree to cease diplomacy until August if u will still be occupied?
