[MoCHE] Empress Day

For six years, eJapanese citizens have gathered to elect our ceremonial Empress in the Empress Day celebration. In this treasured tradition, an anime, game or manga character is chosen to symbolically lead eJapan for one month as Empress. Under the old Reiji Constitution, these women were presented as consorts to the late Emperor, Kokawayoshi Makoto. While the Imperial line has passed, the tradition of Empress day has been continued through the years.
As this month's Minister of Culture, History and Events, I am honored to once more open the Empress Day festival. I would also like to thank the current government for trusting me to head the Culture Ministry this month. To make sure that all citizens are easily able to participate, nominations will be done by in-game message and voting will also be done in-game. Please message all nominations to me here.
Rules
1 - Any eRepublik citizen has the right to nominate 1 (one) candidate for empress. All nominees should be female. If you wish to nominate a questionable candidate, please present a public case as to why you believe they are acceptable by in-game message to the MoCHE before making your nomination. MoCHE staff reserve the right to determine what candidates qualify for the competition.
2 - All nominees must be from an Anime Series (OVA/OAV, movies, ONA, or TV series), a Japanese Video Game, or a Japanese Manga. Please no Hentai/Porn. Again, even if a character does not fall into this category, MoCHE staff still reserve the right to determine what candidates qualify for the competition.
3 - All nominations must at least include a name, image, and the name of the media (series, movie, manga, game, etc) the nominated character appeared in. Please do not post images containing nudity. Additional information regarding your character is welcome. Please bear in mind that any of the information given in your nomination may be placed in any future MoCH publication or posting.
4 - All nominations must be sent to the event organizer by in-game message.
5 - No previous elected Empresses can be nominated for a 2nd term. However, Royal Ambassadors, or previous runner-ups for empress, can be re-nominated for a chance to be Empress. They can continue to be re-nominated indefinitely, regardless of how many times they have been elected Royal Ambassador unless they are elected Empress even once. Following that election, they are permanently disqualified from running.

7 - Empress Day Voting will begin on Day 2,767 and will end at 23:59 eRep Time of eDay 2,770. Rescheduled! See next article.
8 - Campaigns for specific nominations are allowed, but the MoCHE will take no part in the campaigns. However, the MoCHE will post content from each nomination in a uniform format in a future voting announcement article.
9 - The person who nominates the winning Empress will receive ¥1500 and the remainder of the MoCH's miscellaneous inventory and donated for this month. The runner up will receive ¥500.
10 - The Minister of Culture, History and Events reserves the right to change these rules at any time. The MoCHE also reserves the right to disqualify nominations if rules are broken or if any questionable matters arise.

Just thinking how the Empress is always from anime/manga world and not many from the game world. Ironically, game world has many good (badass) female characters to offers, that are not just moe. So I decided to nominate one. Bayonetta first came to my mind. I endorse you to follow my lead and nominate your badass female game character xD

So the format is returned to eJapanese only or you just copied some earlier version of the rules?
Previously the rules said "anyone with access to the MoCH forum," which I believe is one of those locked to only eJapanese citizens. But the last national forum is not currently active and the new forum organized by Tsunami has not received wide support, so I returned the wording to "eJapanese citizens." The exact wording has changed over time, and sometimes citizens of other nations have been allowed to take part; other times they have not been. If there is interest from people with other citizenships, a broader rule might be considered.
You are, in fact, mistaken. For more than a year now every citizen of the eWorld is allowed to participate in the Empress event. And that forum rule you mention is null even longer than that: for awhile now most of the nominations are done via PM.

I'll leave the new forum out of the equation and your bias towards it. But in your second argument, you're right up to a point. The wording "eJapanese citizens" was used from time to time, even in the recent period and due to various reasons (c/p being one of them). But one fact remains unchange😛 foreign citizens are always allowed to participate (nominate & vote) despite all of the mistakes, bias, personal views of the organization.
Don't take this the wrong way. This may apply in my case as well, as I did the same on few occasions. My point is: don't actively discourage foreign nominations (..and later voting).
I do appreciate the help with the history behind it. I believe you're saying that even when a rule has been made, in previous months, limiting it to eJapanese citizens, that rule has not been enforced? I know for certain I have seen it stated "open to any eRep citizen" and "open to any eJapan citizen" and "open to anyone with forum access."
In order to avoid all confusion, the rule this month will be changed to allow any eRep player to participate. Thank you very much for your help with the historical precedents.

That is one and only rule (in its limiting form) that was never enforced in the recent years..and the overall consensus was that it shouldn't. The instances where 'eJapanese/forum access only' were used are mostly due to mistakes (c/p).
