So, firstly, I quit, and that's it. I'm not playing, and I don't want to be one of those people who says they are going to do something, and doesn't.
eBut, I WILL come back, AT LEAST TO PROVIDE COMMENT, while I'm still alive and kicking and if I feel there is a need to say something.
In this case, I do.
So no "gee ranger's back" things. I am NOT. I am here for about as long as it takes to write this.
Firstly:
As one of the FEW actually there.
As the Inspector General responsible for the investigation.
And, given I have absolutely no CONFLICT nor INTEREST in the matter you are now considering, I will trust you believe I remain as impartial now, as I did then.
I would like to comment on the case considered by me, nigh on 2-3 years ago, relating to Sir Constant.
I wrote the eventual report to Senate that was considered.
Here are the facts of the OUTCOME:
1. Sir Constant was found NOT GUILTY of theft. This was because the eventuating charge that he took money could not be PROVEN. It also was because there was sufficient doubt, both from information HE provided, and information ADMIN provided, to suggest it may not have been him.
Right, go that? Excellent. Let's move on.
2. I found SC GUILTY of negligence. He should have KNOWN and took steps to PREVENT, any misuse of his account, or passwords held on his PC that were used by a IP different to his, but in the same location of Australia.
This was all that could be found at the time. In the end, I thought he was bloody stupid. But a non Aussie and against this country? NO.
NO NO NO NO.
So, he made a mistake. This is absolutely clear. I found he was NEGLIGENT. THIS IS FACT.
You now have a choice. It is several years later. You can of course, absolutely of course, hold this against him. And, you have more than enough to.
But dredging up this past stuff is pretty low stuff - the guy has since appeared to do a lot of good things. I suppose the question is, how much penance must one pay to erase the mistakes of the past.
That choice eAustralia, I leave to you.

It should also be noted that admin confirmed there was never any IP association between his and his supposed neighbours account. I did take this in account as I considered it unlikely that if it was a genuine lie or case of collusion there would have been at least ONE occasion where there would have been cross contamination of their IPs associated with this theft. This was one of the things that helped me decide against proof of guilt, and one of the things when I discussed long after with Larni I didn't share, as I called in a solid with Admin to find this out.
It's not usual practice.

There was just not enough evidence, once a thief.........
This bs story about his neighbour came from sc not from someone else, if you ask me he used these multies of his to steal. If he would get elected I hope there is no money/gold for this thief to get close to.
Sorry ranger but you can't prove it, it doesn't mean it didn't happen.

As far as where the money went, while Admin were prepared to confirm either a association or not, as far as they were concerned at the time as there was a valid log in and transfer of money, and they didn't care to share beyond this.
It is likely the funds were transferred using the Monetary Market, and the thief (again, admin would not confirm it was SC's friend or not, but they did confirm the IP was located in the same Country and State as SC) then distributed/used the money accordingly.
In the months following I did keep an eye out for larger than usual purchases or sudden jumps for our citizens, the only people who really did around this time was Scotty the Nuke (who is a debit card warrior and purchased gold).
Had we found out who I think most eAussies at the time would have called for blood.

Given as I understand Widds is not from Australia RL, I believe it was confirmed via my convo with Admin that he was not responsible.
I can confirm that Widdow's IP was UK based.

What role did Widds have then if he couldn't have taken the money? I'm slightly confused.
Had it been Widds I would have confirmed it was an international IP (sheesh, if it had been that simple I could have exonerated SC immediately!).
There were more than 1 vic-based eRep people who could have been responsible. And, no, it was never actually confirmed whether SC's neighbour was responsible.
BUT, SC did admit his neighbour may have had access. Hence, I found NEGLIGENCE.
It was the best I could find on the evidence, at the time.
BUT AGAIN, I found SC not guilty of theft. Based on the evidence, he may have been no more than a victim of events.
