Editor's Note: This is my entry into Napalm Norm's lottery, it is but a draft that can be easily tailored to suit it's acceptability.
I would use CC (country currency) to build a housing industry to donate a group of five houses to players as they climb the rungs of relevance.
I would use gold to buy new party and MU.
New MU; would rotate command, and if a commune were to be established for convenience, it's rewards would be a % below open market wages. It purpose would be to become the newest national militia. To support it's elected congressplayers. % of funds committed to MU
New Party; raise enough members to take back congress. Use Party's official's newspapers to hold and conduct official business. In-game forum and wiki are available for open debates and for record keeping.
Raising Party; Hold a lottery for party members days before congressional election(multiply winners). Election day poll tax and national lottery one big winner - to participate most endorse article calling for lottery, lottery tickets are given for vote cast, simply screen shot to capture your entry number for lottery (250 lottery participates would change everything, maybe have a winner in every 50 votes as secondary prizes).
Already are committed to funding a friendly PTO (new party), MU, Which would need three industries created and funded
In addition, securing an Organization may prove invaluable. Securing congress, should open up the eUS ones for consideration. But, how easily those that wrote the rules, float them, give pause to the notion of them (rule writers) excepting defeat (Admins decisions are easily purchased).
There should be plenty of funds left for providing programs to house new players.
And of course, have creative writing contest to help the media,
