My idea for a new governance

Hi everyone, since a long time I don't write something because ideas come hard but the incident about the previous MoD gave me a topic for my new article.

Of course, it is not a program to become president, it is just some ideas for a governance in eBelgium.

So, what is the goal of my article? It is a suggestion to form a government with competences, fiability and loyalty.

The formation is the following : candidates for CP discuss with parties to seek support and when a president is elected, he forms a government with parties that agree to take part and give minister posts according to competences and their wish.

But, what about the other ones which haven't a cabinet ? They receive a special post : the opposant. Each party without a minister appoints an opposition's representative who takes part to ministerial discussion (but doesn't decides), the goal is everyone is implicated in the decision-making to seek for the best agreement.

Example : six parties (A,B,C,D,E,F). D is president and was supported by A and E that receive ministers. B want to be in the government (before or after the elections) but didn't support the winner, the president discuss and gives his agreement or not. C and F don't want to be in the government or the president doesn't want to take them, so they select one of their best members to become the representatives of their party in the opposition to take part in the discussions.

And the Congress ? Of course, it would be a matter if the government doesn't have a majority to vote some decision. That's why I suppose to involve the opposants in the discussions. It wouldn't resolve all matters about alone or opposition vote, but I remind you it is only a suggestion.

This program has big matters because every plan is not perfect.

First (thanks MCKitkat for this point), the competences are necessary but everyone is not competent for the post. So we have to make a choice : democracy of technocracy ? It is hard to make a balance between both

Second (thanks MCKitkat again), the unity is not here. With battle between PTO's and alone wolves, it is hard to make a consensus about matters. Politics is hard to do and everyone wants to win and takes power. But negotiations are an important part in the political life.

And third, the political activity is important for each party, if opposants don't play their role, the discussions can't work and crisis can appear because of governmental decisions. Everyone has to work for a better country.

According to you, what do you think about this program. Is is good or bad, incomplete or an impossible idea ?
