What should have happened was he get pardoned but there should have been a probation period. Also those who left should just learn to speak and and work with people not just leave when it's not thierry way

Their staying was not due to some greater loyalty to the team - quite the opposite in fact. They stayed to conduct further mischief.

And also, they stay because here they have a warm corrupted place in Congress. Ah ... and they have Rolo, just in case, who is able to buy more and more votes (because he has a lot of gold, isn't it?) in order to push them into Congress.
