To start a civil war you need to control a military unit and to have 1m cash. If you win the civil war, you become dictator.

Here, in Switzerland we pass the dictatorship every month to the democraticly elected president. Its not like real life dicktatorship, here its more of a safety measure.
Ultimatly its just a failed update the admins made to make the game more realistic...
