This is clearly a bug, and multiple tickets have been sent. There is only 1 candidate in each of those parties, and there is not even supposed to be an election, because there were no regions held at 2 eRep time on the 23rd.

Exactly. eBe had no regions on the 23rd at 02:00. The "and" means you must have both. Otherwise it would be "or".

Idiotic rules... i think its better to change it to only 25th and 26th.

Logical operators are often a problem for some. AND / OR / NOT / XOR and stuff. Seems VP can't understand them. It says indeed that we should have a region on the 23rd AND on the 25th AND on the 26th. We failed to have a region at the 23rd so no elections.
In case you still don't understand VP. You should have 3 times a YES on the following questions in order to have a Congress elections:
1) Did we have a region on the 23rd of February? NO
2) Do we have a region on the 25th of February? YES
3) Will we have a region on the 26th of February? YES
As you see VP, we have 1 NO there so in that case we can't have an election. I would say good try, better luck next time to PTO eBelgium 🙂
