Hey Guys, I am breaking my Pop Culture Portfolio for the moment in order to say a few things and create a brief guide for new players --> as well as advertise a new incentive.
I just read Bholenath's I need you article, and it half saddened me, I mean what he is saying is true, although we claim to have 362 active citizens our definition of activity is supremely lacking. I a by no means the prime example to use, I struggle as it is to play as I am, but I enjoy it none the less. But as older players either bore or reach the point where RL takes over (as it should) new players are needed.
I have said time and time again, that it is crucial for the nation to keep an active base of fresh keen players. My/the govt.'s media tournaments failed, and the baby boom of a few months ago suffered a terrible dose of SIDS (sudden infant death syndrome).
Here in eIndia, we have a largely restrictive government. It involves a Dictator, a CP a closed cabinet a dysfunctional congress and a purposeless party system.
I think I see a trend.
The lower sections of government, do not have anywhere near the power they should. I mean, its the damn congress we're talking about. I have heard numerous complaints since I returned about the newish "Dictator module" and they range from: "I hate it and it made the game worse" to "I don't like it". Nevertheless, it would seem that by popular opinion, it is not a popular addition to the game.
I am not saying Rayne you are doing a bad job, because you are not, but it is important to say that the presence of a Dictator alienates and drives out the need for a lower ranks of government. That therefore, results in a decrease in junior government participation, and thereby deletes the political learning curve; isolating the most dynamic game module to older, experienced players.
This is a problem. As I said above, it is crucial to keep a flow of young blood coming through. One of the best ways to do this would be through political involvement.
But there is a way for this to be a useful tool. For those few new players that held on through the SIDS epidemic, I am here to propose a new method that will endeavor to assist you in finding governmental role
This is the CoN movement, and as above, it aims to help new players get active in government by:
-Introducing players to the charms and quirks of ePolitics
-Gradually updating players on India domestic and international standing
-Initiating new players in to the methodology and government systems
The Plan
1- Players will run for congress through their selected parties
2- Once in congress, they will have access to making basic laws (if Rayne steps down), if not congressmen will still have access to what should be better training from older players and other congressmen
3- If they are sufficiently active, they may achieve rolls in the cabinet, or in other government departments such as MoFA, MoD etc.

1- Applying for Congress
Considering that you have already joined a party of your political persuasion, go to you party page:
From there select: Run for Congress
Please type up a short Newspaper Article and post the hyperlink the box when prompted for your presentation. Your article should contain:
-Why you are applying for Congress
-What you want to achieve
-Why you should be in Congress
After running this will appear in that button's place:
NOTE: You can only apply between the 16th and 23rd of each month and on the 24th you PP can edit the applicant list, so make sure your presentation is good.
NOTE: If you applied for Congress in your party and the region from where you applied is conquered until 25th of the month at 00:00, you will lose candidacy. You can avoid this situation if you are located in another region from your citizenship country until 25th of the month at 00:00. Once you got removed from the list, you can not be added back unless you reapply.
On the 25th of each month an election is held in which all voting citizens (over lvl 9) can vote in. The citizens vote for a party with "x" representatives.
The results are released at 0600 on the 26th of each month
2- In Congress
As a congress member, you will be able to:
Propose the following: the amount of national currency/Gold to be Donated from the country's treasury to an organization, Tax changes, a new Minimum wage, President Impeachment (propose a forcible removal of the country's president) or they can provide a Citizenship.
To propose a law, go to:
Community--> My Country --> Administration
NOTE: This you can only propose laws when there is no dictatorship, likewise, you will not receive a 5gld reward for achieving the "Congress Member" Trophy
You will hold your position until the next term.
I wish to use the Congress System as an introduction to the political module. I will be re-posting the guide soon in a separate article soon, and in the lead uo to the next elections --> Christmas!

It is pretty difficult to get rid of the dictatorship system mainly because it would open us to PTO. Even countries fairly large compared to us have to live with this to offset the chances of a PTO. And there are some very strong rouge MUs out there who are strong enough to action this.
Dictator or not, we can try to involve congressmen and everyone other citizen really in the decision-making process. Maybe have an internal voting & discussions on laws if they don't have in-game powers. We will introduce this system on an experimental basis during current term.

a congressmen thread would be nice. we had it before, during BB's term i guess.
it was helpful for a newb like me to get acquainted with our govt's existing policies. and of course newbs get to be a part of decision-making, sort of.
dictatorship needs to stay, unless there are volunteers to form an anti-PTO team. can't say if there'll ever be enough actives round-the-clock to protect our country though.
I've mentioned this before - I don't see the dictatorship module as a negative & that's irrespective of whether I am the dic or not. Given how the game mechanics work now, it's actually an effective anti-PTO measure imo & fighting an MTO is manageable if one has the resources.
The appointment of the dictator is something that we could review. At yet we've had Obelisk, Windy, Vijay & me - each passing on the charge to whom they saw fit to push the buttons. From what I have seen, or at least lease from my personal modus operandi, I can testify that none have been the sole decision-makers, nor have they tried to subvert the Government's functioning in any of the terms.
That aside, we are and have always been a lazy bunch ! 6 years and it's still the same scene, the same debate from back when I joined. Active participation of congress or ministers has absolutely nothing to do with the dictatorial module, I can assure you. Anyone who has asked for responsibility have been given suitable charges; most discussions are still made based on discussion and debate on various channels. Can these be streamlined? Of course they can. But passing on the onus on to the game mechanics to cover for our general laziness - nope, can't subscribe to that.
How about the junior players interested in going up the rank, step up..... Being outside the Gov, I see them regularly asking for people to step up, bother new and old... None of us do..
Opportunities are there my friend, probably much more under the present Gov, than any previously elected Gov.
