Cheaper Epic Battles

Every Tuesday there is a cry for Epic battles in every division. Sometimes a collection is taken up to fund COs to create Epic battle.
One way to make it easier & cheaper to have an Epic battle is to have a RW with high determination.
To this end we need The Powers that Be (i.e. not me) to select 2 or 3 territories that are agreed to never be freed so that the determination keeps increasing making it easier and easier to get an Epic when needed.
So at first everyone would need to fight for the resistance and once the battle becomes Epic to switch sides so as to keep the territory occupied.
I will leave it up The Powers that Be to select the territories and come up with the terms of the agreement but I would think one term would be that the designated Epic resource can never be used as a diversion.

This actually happens every daychange on Tuesday, atleast in D4.
This would make it easier/quicker to get to an Epic - so lee FF wasted on non Epic
Main problem is to have people hold themselves to the agreement to switch sides. That'll never happen because most people are uninformed, dumb or intentionally harmful.
