[MoPR] A Rookie's Guide to Congress

Hello Norway! I noticed we have a lot of newer citizens running for Congress and thought this would be a good time to release an article explaining how Congress works today in the age of Dictatorship!

-The parties that are in top 5 on every 25th of the month at 00:00 will be the ones able to have Congress candidates.

-If a country looses regions between 23rd 02:00 and 26th 06:00, the number of congress seats will not be modified.

-A country will have a congress if they have at least a region on every month on 23rd 02:00 and 25th 00:00 and 26th 06:00

-The Number of Congress members is calculated based on this table located here: Division of congress members

-The party president will choose the candidates on 24th of the month



How does the Dictatorship affect Congress?

This is what is most important and needs to be looked at. When the Dictatorship module was brought in the need for Congress is technically wiped as all the power is in the Dictator's hands. This is technically true but not here in Norway. Our Dictator is subject to the Congress of Norway, not the other way around! Congress remains Norway's most democratic body in the nation!

Lets look at some myths and facts about Congress since the release of the Dictatorship module.

Don't I receive a 5gold reward for winning the election?
Myth. This is no longer the case with the Dictatorship module. Although in the past you would receive a 5gold reward (in which 50% was taxed and went to the state) the new module doesn't allow for this anymore.

We don't even elect Congress Members anymore.
Myth. We still hold elections and if you win you still serve in Congress! Our Congress still has full authority to debate and pass any laws it sees as necessary to moving forward as a nation!

Don't I have to be located in Norway to run for Congress?
Myth. You can be located in any region in the world and run for Congress in Norway still! However if the region you live in is conquered you will no longer be on the Congress list.

Don't I have to be here for three months to run for Congress?
Fact & Myth. Being required to be a Norwegian citizen for 3 months before getting involved in politics is true, if you have immigrated here. However if you were born in Norway there is nothing stopping you from running before that.



WARNING!
If you applied for Congress in your party and the region from where you applied is conquered[1] until 25th of the month at 00:00, you will lose candidacy.
You can avoid this situation if you are located in another region until 25th of the month at 00:00. Once you got removed from the list, you can not be added back unless you reapply.
