[CEANN COMHAIRLE] Congress Update 4

An Update will be published when Congress pass a proposal to amend the Constitution


Congress have voted 21-2-0(Y-N-A)
to input the following proposal into the Constitution

I. Government
a. A County President is elected as per the rules of eRepublik
b. A CP can appoint whomever they wish to whatever Minister position they see necessary.
II. Congress

a. Congress are elected each month as per the rules of eRepublik
i. In the event no Congress Elections are available, a 20 member Congress will be formally appointed by the Top 5 parties with each party's number's based on previous elections percentage.

b. After each Congress is elected/selected, the CP can nominate 1 Congress member to act as Ceann Comhairle, Chair of Congress, for the month.
i. Congress then vote for 24 hours whether to appoint the Congress member as Ceann Comhairle.
ii. The Ceann Comhairle appoints a Leas-Cathaoirleach, Deputy CC.
1. This person acts in the absence of the Ceann Comhairle and can propose Impeachment, MPP’s and in the event of State Importance Tax and NE proposals.
2. Preferably this person should be from a different timezone to the Ceann Comhairle to ensure one of them is available at all times.
iii. When an amendment is made to the Constitution, the Ceann Comhairle must inform the public via an article.

The amendment allows for

a) The election of a Congress when no formal elections can take palce
b) Giving formal Constitutional rights to 1)the CP to nominate a Ceann Comhairle and 2)the Ceann Comhairle to chair Congress and inform he public of changes to the Constitution
