Blood published a great article about ministries and what function they serve in eJapan. But I couldn’t help but notice the lack of a Ministry of Security! Oh how I was thoroughly shocked!

The reason Blood left out the MoS is because for many months, and arguably years, the MoS has been a position without enforcement and any real power. You would be hard pressed to find a clear and comprehensive defention of the MoS in modern eJapan. The position is often used as an honorary capacity to satisfy the demands of political unions in eJapan. Effectively, the MoS has no clearly defined purpose in its service to eJapan today.

When times were better the MoS would be in charge of monitoring immigration and exposing infractions. But even in this capacity, there is no means for enforcement. Infarctions of immigration law were common in parties who opposed the ruling government, and used them as a tool of influence on the eJapanese political system.



Somehow the MoI has been accredited with the task of immigration, but that has no historical precedent, nor validity to this claim through function. The MoE and MoI have worked together in the past, but nothing to warrant the annexation of the MoE by the MoI. If my memory is correct the MoI was a taskforce for multi hunting, separate from the MoS, under Williams government.


Development of MoS Duties


The only way for the MoS to serve the eJapanese of today is to redefine its purpose for modern Japan. As it stands today the MoS does not serve the eJapanese people. This is because eJapan, effectively, has no official legislative body to form its legal system. Without any valid law, in this case immigration law, the MoS cannot operate in a capacity that produces correspondence between ruling parties and eJapanese interests. The greatest security eJapanese can have in their government is Law. Law holds the government accountable and creates a sense of trust. Thus, civic development is a primary objective of the Ministry of Security.

It appears political cooperation has birthed a new era for eJapan. Our new eJapan requires consideration for matters of civics and law. Our new eJapan would need to establish some form of governance that reflects the integrity of our new society, while maintaining and promoting the Japanese principles that distinguishes our society from the eWorld. There are many ways for this new eJapan to achieve this degree of civility, but the purpose of this article is not to discuss that topic.

Modern eJapan is a small nation with little immigration, and even without current laws guiding immigration, it is still in the states best interest to monitor immigration. The MoS will continue to operate in this capacity, as it traditionally has.

I believe it is well within the Ministry’s authority (as indicated by precedent) to pursue an immigration policy that all parties, which make up the diet, can agree with. This is my goal for the term, a new immigration policy for a new eJapan.


Expansion of MoS Duties



As some of you may know, I have volunteered with eRep’s young player mentorship program and have been given the opportunity to help educate the young players of eJapan. Currently I am the only eJapanese Mentor, so I was elected team leader for eJapan’s mentorship program. But I think eJapan would benefit from having at least one more mentor, if you’re interested send me a PM and I will give you more details. The admins have said I may appoint more mentors as is needed to help eJapan. Naturally, the Japanese Mentorship Program is non-political and applicants should not be interested in spreading their political goals in the program.

I mention all of this because it presents an opportunity to help eJapan. I have served as MoS twice before and once as MoE. The mentorship program overlaps both these ministries.

The goal of the mentorship program is primarily to help new players develop their skills and knowledge of the game, and secondarily to report suspected mulites. As MoS and Team Leader of the Japanese Mentorship Program (JMP), I propose a joint venture between the MoE, JMP, and MoS that would create a more fluid system for educating players and detecting multies.

I will offer a formal proposal, complete with a detailed plan, to both the CP and MoE, in a few days (busy with school). The aim of this joint venture is to establish a high degree of communication and cooperation between the JMP, MoE, and MoS, which is mutually beneficial to the roles of all three agencies.
