what happened to not over hitting battles?

i remmeber seeing american battles being won with way more than 55% influence!
with combat orders the government or anyone with money should help america become efficient! if they notice a battle being over hit, issue a combat order at 51% and issue it high so people stop hittingto wait for the combat order pay out!
i think america could become more efficient fighting force with the use of combat orders!
lets raise taxes to 20% and issue the ten percent as combat orders! for all americans at 51% so that americans pay in taxes those who do more damage probably pay more taxes, it seems the best and easiest way to make america more efficient!

No problem if you have high strength but for those of us that have a hard time doing a million damage in a battle the COs really don't help, it is just too expensive
so your saying you will over hit a wall, even if there is a combat order that would pay money if you waited?
and see here the key is if the wall is being over hit, not too much will be paid out for the combat order if it is set at 51% so they would pay out higher than usual. most combat orders are to encourage more damage done; not used to stop damage from being done.
the point is i think it would be more efficient to use combat orders to stop damage from being done during peace times. than to encourage damage to be done during war times.
kinda like being paid to save.
i like the basic idea, i am just saying that for those of us with low strength it isn't cost effective to fight for COs because its too expensive to get a million damage. the economics of raising taxes to pay for this doesn't work for those of us with lower strength.
oh you think raising taxes is a bad idea 🙂 ok i agree! lets use the military budget to issue combat orders, instead of buying weps for soliders. that way every American can be a paid american solider!

i hit for like 5 mill for 1000 health so i might work for D2 and up but not anylower
I have a better idea - take half of what you would have paid in additional taxes and give it to me and I'll promise to not over hit (in fact I already have started and have not over hit once this week) - the other half you can keep to cover the waste/fraud/abuse that the egov would have done with the additional taxes
