I'm not totally up-to-date on our relations with the Czech Republic, but our foreign policy has been one of non-aggression since ages. See here for example: http://www.erepublik.com/en/article/-gov-gute-nachbar-doktrin-good-neighbor-doctrine-1720899/1/20

in short: We don't attack others and occupy their region/s without having a proper treaty first.

Additionally, there might be a treaty between Slovakia and the Czechs already, which we wouldn't want to disturb.

Czech Republic is left to Slovakia. Up until Poland took North and South Bohemia Slovakia and the Czech Republic were locked in a perpetual war to provide BH and RW medals. There is a reason why the Czech Republic doesn't have any MPPs.

The Czech Republic is also an independent and friendly nation (however it is currently regrettably under PTO by Macedonians.)
