To give you some perspective: The Meta-lords are a group that use the eUS forum. They made a bunch of rules and they believe they trump eRepublic game mechanics.

So, the meta-lords have already started the process of impeaching Gnilraps.
A move that, if successful, would make Ronald Gipper Regan our President.

There is currently no impeachment proceedings, only blacklist discussions. You also realize that congress could simply vote to install a dictator over Gnilraps instead of impeaching, right? It would be a messy process for sure, but is certainly a possibility.
