Hello One and All
It is I, Massacar!
So as many of you may know, whether it's from experience or just hearsay, Congress is a raging mess.
While I will not say I'm perfect or making things a great deal better, I do indeed want them to progress.
So in an effort to work towards a better congress i'm putting this document out there.
I think it is high time that we have an official code of conduct in place for congressmen. This will be kept public and sent to every incoming congressman. While I realise that this will not actually prevent malicious actions, it will take away excuses for ignorance.
In this proposed Code:
There will be procedure for the acceptance of Citizenship requests (Because this is currently one of the hottest topics in congress)
It should be the duty of congressmen not to accept citizenship requests from hostile countries. Should a citizen be from a hostile country but be known to be a friend, they should be brought before congress and have their case made etc.
We should prioritize the immigration of players that will stay in the eUK, not migrate elsewhere after a few months.
Citizenship Candidates who offer bribes to congressmen should be immediately blacklisted, and denied access to the country for either some period of time or indefinitely.
Friendly (Allied) nationals should be given preference for immigration, assuming they fulfill the previously stated requirement of being non-migratory citizens.
These are just a couple of base rules I think we should consider for immigration policy.
Punishments for Libel-
It is one thing to make accusations if there is proof of some wrong being done, but pointless name calling and attempted belittlement of others due to age etc. should not be tolerated.
For this I suggest some sort of 3 strike system before repercussions are brought to bear (I.E. exclusion from discussions etc.)
Any and all congressmen will be subject to this rule including the speaker, who if he/she should be the violator shall be stripped of office.
MORE WORK IS NEEDED
I don't know everything this thing needs, I just know we need to do something.
Now before I have half the community jump down my neck telling me how this is a bad idea or how it will never work let it be noted that this is just a suggestion.
Something needs to be done, our government is a laughingstock and unfortunately not enough people seem to want to change it. More suggestions are welcome, it takes a country to build a government.

One downside of a three strike system is you potentially have people exploiting the system and doing two things wrong and stopping. I think it should be up to the Speaker to decide the punishment to fit the crime, within a framework so they don't act all dictatorial.
Only problem is that I want the speaker accountable as well.
Well they can be accountable; there is an existing process of impeachment should Congressmen be unhappy with their conduct. In addition to this, I would like to have a Congressional senior committee (the standards one I brought in last month) with a senior rep from each party, which can overrule the Speaker with majority vote, and has to ratify big decisions like bans of congressmen etc
Reasonable enough, though 3 strikes may be too lenient.
Just preliminary suggestions, this is how we start think tanks.

I swear someone said they believed Winston was a real account before because apparently he's not from England? If this is the case him shouting vote UKIP is rather odd.
I was about to say Sam, Dapper kicked off calling someone a racist at one point. Somebody brought up Winnie's bad spelling and grammar and the accusations centred round "you're picking on him because he's from India?"

I like the citizenship process, whether it'd work with such hostile congressmen who keep letting in members of Enemy alliances, I'm not pointing any fingers here, okay I am, but nice to NE keep their 'word' with regards to not letting in any more Serbian players. Good teamwork there.......NOT!

These rules are for all congress, if I mess up and don't have them apply to me then there would be a problem too. I don't want this to take the place of self accountability, but obviously that alone is not enough.
I do like Reform in congress
How about PP's don't put anyone on the top of the congress list if they've proven to be inactive/ non constructive... the Congress will only be as good as its members regardless of reform.

Understood, I know for certain we need to do rules for citizenship. That being said, congress is already a giant bawfest of insults and idleness.
sure and it always has been, but it serves its purpose, MPPs get signed, if you want to do something actually worth while work for a ministry 😛

A congressman is a congressman until the next election and possibly beyond if their PP so wills.
Yet another pointless exercise with absolutely no effect.
There are only minor punishments we can deal, such as baring individuals from discussion etc. It's more important that we set criteria for the CS passes. It won't stip malicious congressmen, but it will not allow them to hide behind a veil of ignorance.

If there is a problem with congress then go after those really responsible, the PPs
Believe me, if you have any suggestions I will be more than happy to hear them. I just want something to get accomplished, aside from Dapper screaming at everyone. I know they're relatively small punishments, but at least I am attempting to be constructive. So far you are offering criticisms without any suggestions on how to change things.
How to change things? Sorry but it can't be changed by this approach and its about time that people realised that.
The real culprits are the PPs for putting the most mentally challenged onto their lists. Maybe if they left people off their list instead of accepting all comers we would get a better congress.

You see if we did "name and shame" tactics we could effectively destroy a congressman's credibility so his PP won't have him elected again.
For it to work at its most effective rate we'd probably have to PTO New Era, but it may make a difference to the future standard of congressmen later on for the rest of the parties.
