Hello One and All

It is I, Massacar!

So as many of you may know, whether it's from experience or just hearsay, Congress is a raging mess.



While I will not say I'm perfect or making things a great deal better, I do indeed want them to progress.

So in an effort to work towards a better congress i'm putting this document out there.

I think it is high time that we have an official code of conduct in place for congressmen. This will be kept public and sent to every incoming congressman. While I realise that this will not actually prevent malicious actions, it will take away excuses for ignorance.

In this proposed Code:
There will be procedure for the acceptance of Citizenship requests (Because this is currently one of the hottest topics in congress)
It should be the duty of congressmen not to accept citizenship requests from hostile countries. Should a citizen be from a hostile country but be known to be a friend, they should be brought before congress and have their case made etc.

We should prioritize the immigration of players that will stay in the eUK, not migrate elsewhere after a few months.

Citizenship Candidates who offer bribes to congressmen should be immediately blacklisted, and denied access to the country for either some period of time or indefinitely.

Friendly (Allied) nationals should be given preference for immigration, assuming they fulfill the previously stated requirement of being non-migratory citizens.


These are just a couple of base rules I think we should consider for immigration policy.

Punishments for Libel-

It is one thing to make accusations if there is proof of some wrong being done, but pointless name calling and attempted belittlement of others due to age etc. should not be tolerated.

For this I suggest some sort of 3 strike system before repercussions are brought to bear (I.E. exclusion from discussions etc.)
Any and all congressmen will be subject to this rule including the speaker, who if he/she should be the violator shall be stripped of office.


MORE WORK IS NEEDED
I don't know everything this thing needs, I just know we need to do something.



Now before I have half the community jump down my neck telling me how this is a bad idea or how it will never work let it be noted that this is just a suggestion.
Something needs to be done, our government is a laughingstock and unfortunately not enough people seem to want to change it. More suggestions are welcome, it takes a country to build a government.
