[eCyprus] Update for issues running

-eUSA
We renewed the MPP with our panpas in eUSA with the important help of Wild Owl. We have helped eUSA to handle their RWs either with mass operations or with Combat Order from some Cypriot Military Units and we will keep helping them

-eChile
We lost some time before renewing the MPP with Chile due to lack of money but things are ok now. I proposed the MPP law today and it is already accepted in both countries. Chile, like USA are considered top allies for eCyprus.

-eGreece
There were several discussions the previous days with eGreek gov in order to reach an earlier mpp and some other deals. I truly understand that important issues are running for them (like alliance stuff) but eGreek gov has already postponed 3 times the date of their final answer, so I am giving a polite end to every possible deal for this month.

-Alliance: We stay neutral with our traditional allies by our side.

Congress

We got congress after many months. Immediately I created a mass group PM with the congress members and we changed the TAXation system and we hope for bigger income in the future. I didn't ask any gold from the medals. Cyprus was under occupation for a long time and it was those guys who stayed here with us and fought hard for freedom. They deserve those 5 golds more than eCyprus state.

Internal Communication

Today I will create new group PMs with all active eCypriots. stay tuned.

Economy
Combat Orders: Every currency was used in the operations has been covered by individual subsidy

Taxes: We raised taxes and we hope to see our income grow day by day

Commune: Until now Rauf has been sent around 90 golds for the project. Those golds haven;t been used until we see a discount offer from admins
