[CP] - Training Wars and Fighting Guidelines

Update of Training wars
The UK is now involved in 17 training wars.
We host New Zealand, Cuba, Brazil, Macedonia and Türkiye.
We are hosted by Italy, Australia, Egypt, Ukraine and most recently Mexico and Saudi Arabia.
Where we share mutual borders, we hold training wars with the USA, Thailand, Republic of Moldova and most recently Romania, France and Cyprus.
Our long-standing programme of training wars and size of our stack is a testament of the overall success of the UK and our citizens as in Erepublik as the success of any country hinges on the majority of its citizens optimising their Military Rank and Aircraft Rank while working in coordination and harmony.
If you need further guidance on rank growth read here
The UK’s training war stack has reached a fantastic level and delivers between 952 to 1,785 rounds of battle a week across for each division (roughly assuming one campaign per training war per day which lasts between 8 to 15 rounds).
When analysing past UK side medal claims, a stack of 17 training wars should provide enough opportunity to fulfil current UK demand on medals and up to a 35% uplift in any division including the more contested Division IV and Air division.
However a training war stack of 17 does present new challenges or maybe highlights current challenges of empty rounds and 3rd party players looking to farm medals while they optimise their Military Rank and Aircraft Rank growth.
Current UK training war “fighting guidelines” and bounty schemes
Currently our training wars operate on a t0 on the UK side for pilots/fighters on the opposite side/under the opposite flag in all our training wars.
For all other pilots/fighters "it's at your own risk" across the entirety of the battle.
We also call for fighters and pilots to respect other UK players’ medal runs, with a particular emphasis on giving due recognition to newer and weaker players.
Currently, the guideline specifies respecting the first player to reach 80 million in Division IV and local divisional fighters' claim to a medal for completing their daily orders in Division I, II, and III. In the Air Division, the focus is on respecting the first player to reach 30k on the winning side and 20k on the losing side.
In addition we have a series of bounty schemes
We have a "Hunt the Hunter" bounty which rewards eUK citizens for protecting eUK medals and warding off players from other nations taking them medals from eUK citizens who have already put a claim in for a medal.
We have an "Open season" bounty which rewards eUK citizens for taking medals from eUK citizens who have taken medals from other eUK citizens after a minimum amount of damage was reached.
Finally we have a “Bounty scheme” which aims to discourage non-UK / opposite TW partner pilots/fighters from “farming” medals in our training wars. As this scheme rewards eUK pilots/fighters when taking medals from pilots/fighters who are not UK or opposite flag Training War partners.
The guidelines and schemes are designed to enable our pilots /fighters who are actively optimising their rank growth to continue to enhance their ability to rank growth however also enable medal opportunities for newer or more casual pilots/fighters an opportunity to gain a medal as they can more easily find an empty UK side and deploy less damage to gain a medal.
Changes to UK training war “fighting guidelines” and bounty schemes
My Government will make some initial changes to these
The Bounty scheme, Hunt the Hunter bounty and Open Season bounty will all be closed. My government believes these bounty schemes have run their course from their introduction at a time where the UK had a smaller TW stack and pilots/fighters where finding medal opportunities was more of a challenge. This is less the case currently.
Only 4 players put in claims for these bounties in the past few months. Other players are active in highlighting or enforcing rules however not claiming bounties. Overall the bounty schemes are less effective then were intended to be.
Those who regularly put in claims for bounties have all been consulted and have agreed to the closure of the schemes. The modest savings from the closure of these bounties (around 825k a month) will also be free to be invested or targetted in an alternative manner to solve specific issues in our training wars.
In addition my Government would like to start a discussion on the introduction of a “t-30” to all respectful 3rd party (non-UK or opposite side/under the opposite flag). A discussion as it’s not a policy Government can or intend to enforce, it would be one we’d collectively have to adopt.
Within the UK and our TW partners, the majority of players are respectful to the 1st hit or respect a “level of damage”, on the winning side which is enough to win the round (essential for training war maintenance), or on the losing side that shows “enough effort” to secure the medal.
However this is true for the majority of players from countries the UK is not in a training war with including many countries the UK has long held close and positive relationships with. So with a stack of 17 training wars my government feels we can invite our old friends and potential new friends to enjoy the benefits our training war stack brings after a fair opportunity for our local players and TW partners.
With a t-30 rule for the UK side in our TWs that is widely respected would reduce the need for us to contest 3rd party players in our TWs increasing the medal opportunities for newer or weaker players.
New UK Training War Fighting Guidelines
1.) From t0 on the UK side, those on the opposite side/under the opposite flag in all our training wars or we hold a MPP with can claim a medal.
2.) From t30 on empty rounds on the UK side for any “3rd party” pilots/fighters can claim a UK side medal.
3.) When claiming a medal all players including UK players should;
--a.)Reach 80 million in Division IV
--b.)Reach 30k on the winning side and 20k on the losing side in the Air Division
4.) All fighters and pilots are expected to respect UK players’ medal runs.
5.) It is also strongly called for that recognition is given to newer and weaker UK players who may not have reached the required target on the losing side. So the 1st hit on the losing side is respected.
6.) In addition local divisional fighters' claim to a medal for completing their daily orders in Division I, II, and III should be respected.
7.) In situation where a player hits at the same time of a local UK player, it’s expected the player relinquish their medal run claim in favour of the UK player’s claim
8.) The UK government reserves the right to suspend the fighting guidelines training wars if the overall campaign needs fixing by our fighters or pilots.
9.) If any fighter or pilot believes they have been unfairly denied a medal run or their medal run has been compromised, they are encouraged to report the incident. To report such incidents please fill out this report form
10) Details on where to fight can be found via this link to MoD Info - https://tinyurl.com/MoDinfoo
Reported incidents will be thoroughly investigated. If found guilty, the offending UK player may have points awarded to them, if a player collects sufficient numbers of points their Government subsidies may be suspended.
For 3rd party players who fail to respect our fighting guidelines further action may be taken against them or appeals made to their governments.
My Government has introduced these new UK Training War Fighting Guidelines and they supercede all previous Government guidelines however we will take on board further thoughts, proposed amendments and suggestions on this topic.
My Government will continue to monitor our training wars in regards to medal opportunities for our players to ensure these remain bountiful and respond accordingly where medal opportunities feel more reduced. We'll also keep recommended damage limits for all medal under review.
However it does feel like we can more into a more open position when it comes to who can come in respectfully benefit from our training wars. I hope you are in agreement \o/
Thanks for reading

Great article! Time we fine tuned this all.
Also, we need to consider some Campaign Hero medal run guidelines as I’ve been seeing a few issues arising with interactions between eUK and foreign players at the end of campaigns. I have decided to start defending my CH runs if Ireach 1 billion campaign damage first, pending government consideration of this and consultation with leading military players in the eUK.
This article says we have several bounty programs then also states they are closed. Assuming the intention is to announce the closure of those programmes this is a great success for the vote no campaign. My thanks go to everyone who voted no on gov donates to force some of these issues to the table. Especially those in TUP and BEP who joined in. Also pleased to see ideas that have been discussed in manifestos for months now being explored by the gov. Hopefully there can be comprehensive clarity of what is expected published soon.
There's still room for simplification on guidelines, and I strongly suggest they're published on their own in the MoD paper so people can locate them easily.
What a load of crap. This is nothing to do with the negativity campaign by the rump that fails to accept that it cannot win government. The decision came from an analysis of the actual bounty program and what was being paid out. It was decided that we could refine the overall schemes and do away with one that was having limited effect and usage. The rewards/subsidy scheme that you non-flghters and low-taxpayers have been bleating about will continue, with reviews to be considered to bolster its effectiveness.

It's been analysed in the media multiple times in the past. None of this is new.
Once again the Government comes to a decision months after others have called for it, and claims credit.
Typical Woldy and TRS trash. You pretend to be the authority on everything and the moral conscience of the country but you can't win over the voters. The majority that supports the government is well aware of the reality and understands what we are trying to achieve. Posturing and constant bleating will get you nowhere..

Grow up.
Go support some players somewhwre
There has not been a negativity campaign (unless you mean some choice remarks made by cabinet ministers on this topic), there's been an effort to encourage Congress people across all parties to consider whether these programs represent value for money. People will continue to be encouraged to think that way.
Nevertheless I am happy that after some 'analysis' you now agree with me. It shows that having an active and engaged Congress does pay off and can help the gov see where it needs to change.
Is the dvs39 bounty closing too?
All bounties are now closed. Although with that specific bounty I had agreed to accept the Congressional view on it. I believe Congress voted in favour of closing it around 4 days ago. o/
I thought Harveytailbanger distributed rewards to a great number of players than the Government supported ones?
htb's UK Weapons Giveaway is wonderful ❤ It distributes to a similar number of UK players however does provides more Q7 weapons to each UK player. htb should be commended for his generosity more often especially when you take account of his past contribution of pre-epic damage in UK Division IV raised epics too. A wonderful selfless player \o/
Some good changes, well played Huey.
It's gotta be frustrating when your endeavors are undermined by the behavior of your own government in the comments.

Great job!
I would like to stress under the guidelines title about peeps hitting on a "lose" battle and making it win!
I have no argument if anybody dumps spare dmg but when they push the wall over it's very frustrating.
Perhaps they cannot add two sets of numbers?
There are bugs(many) the dmg stalls etc the comms drop out but if care is taken should not mess the tw up!

dougal4chaos dose it in air battles all the time.
Never noticed dougal, but you do it every night, similar time in a lose battle.

I am not at a stage to point fingers but a number of the euk heavy hitters are guilty of this.
