[Congress] Show me the money!

Hello America! I write to you today as a proud member of the Socialist Freedom Party and as one of your elected Congress Representatives.



The observant amongst you will have noticed something strange with our treasury balance over the past 12 hours. I refer, of course, to this:






How, in the name of all that is holy, did we end up with a negative balance in treasury? And this in one of the highest taxed countries in the eWorld?!



The answer is contained on the eUSA forums. It is scattered across several threads on different boards. This article is intended to put the whole sordid story in one location, visible to all eUS citizens.

To begin with, a few days ago, Avruch broached a story about Oblige, late of the USAF command, having his account hacked and a sizeable amount of money stolen.




Note that the forum times written are my local time (UTC+8 ), with dates in a format I find intelligible (DD-MM-YYYY).



Some speculation followed on how, exactly, Ray of Sunshine went about the heist. At this point, the first mention of the WTP Whalefare portal is made.





The speculation ended when we heard the news from the horse's mouth, so to speak:





Anyone not in WTP at this point was thoroughly confused as to what "WTP points" are, how they convert to money and all the rest. Luckily Ray of Sunshine continued his helpful explanations:











You could be forgiven for wondering what all this has to do with a negative treasury balance. Well, once Congress got wind of the issue it turns out that 1.53 million CC has been deducted from treasury as as result of a "hacked account". A message was sent to our President, Melissa Rose from Plato advising as such.

Nope, that still doesn't explain a negative balance. Perhaps this will...



Just yesterday, Dinnyin proposed to transfer 400,000 CC to the CBO. That is, the Org that your government uses to fund all the programs that we all take for granted. Money in treasury isn't actually that useful, beyond signing MPPs.

And there we have it. There is still some conjecture as to whether all 1.53 million CC from Oblige ended in the treasury (since 1.53 million was deducted). That argument discussion is ongoing.
