If we divide gold received over money paid we get a ratio (gold received by investing 1 euro).
Here we go:
5 golds pack = 3€ ---> 1.66 golds per euro
11 golds pack = 4.9€ --> 2.24 golds per euro
25 golds pack = 10€ --> 2.5 golds per euro
40 golds pack = 25€ --> 1,60 golds per euro
175 golds pack = 60€ --> 2,91 golds per euro
Basically, 2 packs of 25 golds are cheaper than 1 pack of 40 golds.. and you get more gold!!!

Where's the fail?
It has been this way since admins limited the number of packs you can buy per time.
that is crap, with an org+citizen you can buy twice...
and you cant be giving more gold to a person who pays 3€ than the one who pays 40€...it's just lame..
Probably is made on purpose, so people who don't pay too much attention buy the 40 golds pack because of their convenience (40 golds per month is enough to train napoleon).
I prefer to think it's a mistake/fail, because if they are stealing people's money in this way that would be really dissapointing...
