We need to help the market stop salaries fluxuating
simply putting salaries above another doesn't mean you will get the customers, for example I would not take a job for a level 12 citizen who puts salary of 90cc i would rather take salary for someone who has been playing this game for a lot longer someone who can be trusted
for WAM citizens should be looking at current cost of WRM on the market
it should not be about trying to get more employees for higher salaries
heres an example to help based on serbian market
for example
salary of 90cc is that better than 68cc ?
for WAM : no
for Citizens : yes
salary of 68cc is better than 90cc ?
for WAM : yes
citizens : no
basically the lower the salary the better for productivity you can produce as WAM
