Ok but I did place one HC in Idaho. Its a good region with I think moderate resources.

But if you want citizens to place their HC anywhere should this not be unrestricted.

Why the war/trade embargo caveat. Should war and economy not be severed. At version 2 we had small countries with crappy bonuses and big countries with all of the bonuses. Now we have big country with all the resources except one but that can exclude citizens from their production.

This still forces players to remain in uber countries. To NE Ireland can cause your country no harm in most cases. (But watch out canada). However to NE Serbia could bring you a massive whipping. With your eCitizenship no longer playing any part in your bonuses. Most big producers will remain in big countries like Serbia.

So small countries may still be denied from their bigger producers.
